Overall Job Purpose

Responsibility for oversight and accuracy of all end to end Payroll processing , from initial input to final reconciliation
Expected to carry out all duties using own initiative & judgement ensuring that all financial transfers are activated successfully in liaison with the Payroll team and Finance areas.
Administer the Payroll ME Fund bank account, General ledger and reconcile Corporate bank accounts to ensure payments to the Inland Revenue  & other third parties are accurate and timely.
Provide support to the Peoplesoft / Source / Paycost systems.
Responsible for collation and reconciliation of all Tax Year End and P11d activities on behalf of Prudential Group.
Ensure appropriate administration of non standard activities - International Secondments, HMRC queries and payments etc
* Constantly review current practices and recommend appropriate changes to increase effectiveness of the controls team
* Be able to demonstrate to both internal and external auditors the effectiveness  of the payroll controls function
* Monthly Payroll Reconciliations, control checks & payments including :
* Deductions for Tax & NI & third parties e.g. Court Orders, GAYE; employee loans, Halifax Staff Mortgage Scheme
* Check to ensure that the Payroll financial information is transferred successfully from Source to Paycost to ensure that the correct costs are charged to and received from the Business areas- Ensure all 3^rd party disbursements are released in an accurate and timely manner
* Payroll ME FUND : Peoplesoft General Ledger suspense accounts, input of journals and production of returns to FinanceCheck to ensure that BACS Advances, Loans, adjustments and Telegraphic Transfers have been processed and that any non clearing debts are resolved with the Payroll TeamMonthly analysis of Pool interest and apportionment across Business areas and pay out at end of year
* Provide support to the HR Peoplesoft / Source / Paycost systems
* Support all projects which have a payroll or financial controls  implications and ensure robust processes are in place
* Compliance - To ensure understanding of  and adherence to Prudential's Code of Conduct and, where appropriate, comply with all relevant regulatory policies.  This includes completion of any mandatory training requirements
* Financial Controls - Ensure all expenditure commitments (orders, contracts, budgets etc) and all payments are properly authorise, controlled and monitored, in accordance with Prudential UK delegated authority requirements  The responsibilities of expenditure authorisers are documented in the Prudential UK Financial Procedures Manual
* Ensure the application of a range of disciplined quality controls are implemented to validate ongoing and accurate service delivery
* Ensure issues resolution to the satisfaction of all key stakeholders and take proactive steps to prevent occurrence or recurrence of problems
* Ensure all fitness and propriety checks are carried out and auditable for all Grade 5 and above employees
* Demonstrate the capability to solve problems and analyse solutions or improvements in a proactive manner
* Ensure and monitor compliance and advise wider team on payroll legislation and policy and procedure
* Ensure and monitor compliance of all annual reporting in line with HMRC requirements e.g Tax Year End, P11d
* Responsible for procedure and delivery of non standard arrangements e.g International secondments, Momentun payroll, etc
* To demonstrate a positive risk, compliance and control culture through the identification, assessment, monitoring and management of risks and issues within the business area, alongside ensuring timely and appropriate resolution of control weaknesses, actions and failures that arise.

* Financial reconciliations valued to £20million per month (e.g. Payroll Tax and NI deductions to the Inland Revenue  (IR)
* Completion of half-year and year-end returns to Finance
* Authority limits for normal payments of up to £100,000, Halifax SWAPS and GPP of up to £500,000

Experience and Skills/Qualifications
* IPPM Diploma or equivalent
* Relevant technical payroll and controls experience
* Sound knowledge of delivering a payroll functionality within a divers organisation
Knowledge and Skills
* Experience of working in a Payroll or Accounting function
* Knowledge of Peoplesoft/Paycost and Source systems
* Sound understanding of payroll legislation and experience of its application
* Sound knowledge of current financial (inc tax / Ni) employment and statutory legislation and its application
* Strong knowledge of HR policies and procedures
* Previous experience working within payroll or accounting environment
* Excellent customer care and service skills
* Planning and organising skills
* Excellent verbal and written communication skills
* Strong team player with evidence of coaching
* Ability to work in a multi layered environment both internally and externally
