Skills, Planning and Programming Supervisor  Hindlip, Worcestershire  Fixed Term until 31st March 2020  Part Time (14.8 hours Per week working Monday and Tuesday)   The closing date for this post is 12 noon on Friday 5th April 2019  Those currently eligible on the redeployment register will be given prior consideration.  Interviews will be held on W/C 16th April 2019  The main purpose of the role is to be responsible for leading and supervising the Skills, Planning and Programming function, ensuring training and development courses for officers and staff are; forecast, planned, programmed and resourced into a central corporate training plan, enabling the development of the workforce to fulfil their duties across the alliance.  Main Responsibilities: To ensure that the Skills, Planning and Programming function, provides high quality and consistent advice and supports in a cost effective and efficient way to positively impact on customer experience.  Establish and implement service level agreements with key stakeholders, being prepared to challenge where necessary and ensure that training demand is translated into a training delivery plan.  Implement and maintain the central corporate training plan, ensuring all L&D business units comply with this approach.  Design and/or deliver a variety of support mechanisms (e.g. L&D Planner system modifications) to maximise service quality, efficiency and continuity, continually review processes and lead on the implementation of a culture of continuous learning.  Make recommendations to the business on how training can be best delivered to provide value for money, via scenario planning on different delivery options.   Provision and analysis of relevant management information for the L&D Management team and Strategic Training Panel, to influence and facilitate value based decision making and provide updated information for use outside of the alliance, for example NPOCC.  Create and then continually align the L&D training demand profile, ensuring accurate training; forecasting, planning and predictions informs the L&D demand profile matches the operational deployment needs.   Ensure the delivery of the whole cycle of event bookings for core skills for role, external training and CPD events; from booking speakers, rooms, circulating joining instructions and updating training records post event.  Support the L&D Business Partner, L&D team leaders and business leads by providing professional technical expertise to identify the need for forecasting and planning of the L&D training plan and external training budget to support a three year training plan.  Participate in relevant project work.  Undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.  Experience/Skills:   A Level 3 qualification.   In depth knowledge and understanding of the principles of Training Administration System functions.  An understanding of the impact of operational / service delivery demands and the impact on training delivery.  Proven track record of providing learning and development administration, forecasting, planning and co-ordination of resources.  Proven experience of problem solving and managing tight deadlines.  Substantial experience in prioritisation of own and team workload in a busy office environment. Liaising with external providers/suppliers and managing their performance.  Experience of working with and contributing to cross functional team.  Experience of managing a team in a fast paced customer focused service delivery team.  Experience of delivering presentations, verbally and in report form.  Good IT skills including operation of a training administration system and word based products e.g. excel and word.  Ability to work autonomously with minimal supervision.   Excellent verbal communication skills, having the ability to negotiate, influence and challenge where appropriate in order to meet organisational objectives. Exceptional organisational skills with a high degree of drive, outcome orientation and the capacity to deal with multiple and often conflicting priorities.  Special Conditions: Requirement to travel.
