As the Regulatory Delivery Officer working with your team, you will be responsible for developing and maintaining UK policies and regulations relevant to Ship Safety, and support the delivery of the wider remit of Ship Standards. Ship Safety is an overriding objective for the MCA and increasingly needs us to consider of issues from "design to disposal" - including but not limited to construction, stability, structural fire protection, lifesaving appliances, reliability of safety critical systems and equipment. The MCA has responsibly for shaping international standards, particularly through the IMO, as well as ensuring national standards for the domestic fleet are fit for purpose. 

Being part of Ship Safety, Ship Safety is an overriding objective for the MCA and increasingly needs us to consider of issues from "design to disposal" - including but not limited to construction, stability, structural fire protection, lifesaving appliances, reliability of safety critical systems and equipment. The MCA has responsibly for shaping international standards, particularly through the IMO, as well as ensuring national standards for the domestic fleet are fit for purpose. 

Roles Responsibilities include and not limited to: 

• Take ownership for the delivery of policy areas assigned to your team, through own individual delivery or effective oversight of the delivery of team. 

• Working with the Assistant Director and other Grade 7’s you will provide leadership to Ship Standards and role model the MCA Values. 

• You will ensure their team members deliver their objectives and maintain the MCA expected behaviours. You will work to enable the development of their team members to fully realise their potential. 

• You will actively engage in all aspects of the regulatory process - working closely with survey and inspection colleagues, analysts, and lawyers, among others, to ensure that regulations are delivered in a timely manner in accordance with all relevant clearance and consultation requirements. 

• You will ensure that stakeholder consultation, briefs, ministerial submissions, and any other associated material are prepared, cleared, and distributed by agreed deadlines. 

• You will identify potential risks to the MCA within their policy areas and develop appropriate plans to mitigate such risks. 

• You will represent the UK and MCA internal and external (e.g. IMO, EU, DfT etc) meetings associated with their areas of responsibility, including drafting and presentation of substantive papers if necessary. 

• Draft and/or check documents such as Merchant Shipping Notices, Marine Guidance Notes, instructions for Surveyors 

• Ensure MCA, DFT(c), other government senior management and Ministers receive appropriate briefings and relevant information to take informed decisions. Arrange and provide briefing as required for both internal and external fora.

You will operate to a normal weekday working pattern consisting of a 7.4 hour working day and over the course of a year you will work 1931 net conditioned hours. You will sometimes be required to occasionally work outside of normal conditioned hours, and to work/travel on official duty within the UK and short-term visits overseas.

You will also have experience in the maritime sector and be competent in the following areas: 

- working and implementing regulatory processes 

- working and implementing safety standards 

- drafting ministerial briefings 

You will also be computer-literate, with a working knowledge of Microsoft Office packages like Word, Excel and Outlook, and be able to learn and use bespoke programmes and software.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
