We are recruiting for a new Head of Delivery Performance and Controls within the newly formed High Speed & Major Rail Projects Group (HSMRP Group) covering four major rail projects – High Speed 2 (HS2), East-West Rail (EWR), Crossrail 2 (CR2) and Northern Powerhouse Rail (NPR). These are some of the government’s largest Transformational programmes – success in them will be essential if we are to meet the needs of passengers, freight and businesses in the coming decades. 

The Programme & Assurance division is a strong, high-performing division that sits in the central Programme Integration Directorate of the HSMRP Group. Our work is focussed on shaping and enabling Major Rail Project delivery, developing and implementing project delivery strategies, seeking opportunities to implement best practice in project delivery and oversight of huge, complex rail infrastructure programmes. 

This unique opportunity gives scope to use and further develop a broad set of skills. 

The key functional areas of responsibility for this role centre on: 

• Delivering respected, proportionate and value-adding project delivery advice and services to the Group directorates through a team of project management specialists 

• Providing intelligent analysis of project delivery Management Information that can be used to inform senior decision-making or as the basis for continuous improvement of Group-wide project delivery 

• Being responsible for Group-wide (KIM) Knowledge Information Management 

• Managing the design and implementation of an integrated project delivery approach that covers all aspects of schedule, dependency management, risk management, governance assurance and lessons learnt to enhance Group performance. 

• Leading the delivery of integrated planning products from across HSMRP Group to support senior stakeholder meetings. 

• Leading on identifying efficiencies across Portfolio Management Office functions, monitoring progress in achieving them, and ensuring they are delivered through working closely with senior stakeholders. 

• Ensuring that SROs and Directors are aware of the outstanding critical Portfolio Management Office related recommendations having a robust process of recording, tracking and reporting of all recommendations. 

• Supporting the Head of Portfolio Management Office to improve and maintain the project delivery capability across the Group. 

This role will require strong leadership, with ability to identify challenges, set direction, support diversity and diplomatically influence others within complex and sometimes contentious environments whilst building positive working relationships.

This really is an exciting opportunity where you can gain exposure and become involved in a nationwide first modernisation of our innovative transport industry. This job will give you the chance to define real changes to the delivery of some of Government’s largest projects and be at the forefront of the High-Speed Rail, Northern Powerhouse Rail, East West Rail and Cross Rail 2 programmes. As part of the GMPP Portfolio you will get hands on experience of understanding the complexities involved from conflicting aspirations of governance, managing delivery expectations and the challenges in delivering a £100 billion portfolio. 

The Department also has opportunities for completing, if you do not hold them already, the Managing Successful Programmes (MSP), APM Project Management Qualification (formerly APMP) and Project Leadership Programme qualifications as part of your Continuing Professional Development.
