About the role 

As a member of the Maritime Safety & Standards Directorate you will lead in managing and developing UK policy regulations in support of UK Government objectives for a safe and commercially successful UK fleet. 

You will work with the team to develop and maintain UK policies and regulations and support the delivery of the wider remit of Ship Standards. 

You’ll be a highly adaptable person with an agile and flexible approach to work which will enable you to have a significant impact on our work as a leader in maritime policy issues. 

This exciting opportunity will mean your job matters as you are responsible for shaping national and international safety standards. You will contribute to saving lives by making our seas safer. 

Key Responsibilities 

• to manage UK policy for marine technology subjects under the ship standards remit. This involves the analysis of technical problems, policy gaps, and implementation requirements to determine the best outcomes 

• use technical knowledge to actively participate in the negotiation of UK and international policy on marine technology subjects and other subjects in support of the wider ship standards objectives 

• undertake the UK evaluation of Alternative Design and Arrangements and Equivalent Provisions which will require significant technical and analytical skill to assure the safety of life at sea from novel proposals 

• draft instructions for Government lawyers for preparation and timely implementation of regulations and draft codes and guidance to implement UK policy for shipping safety, and coordinate associated impact assessments 

• represent the UK and provide technical support at internal and external meetings and associated working groups 

• drafting and presentation of substantive papers 

• develop briefing material for MCA, DFT(c), other government senior management and Ministers on marine technology policy matters, as required

About you 

We are looking for an experienced Maritime Professional with a range of scientific and technical knowledge which can be applied to this role. 

You will have excellent decision making skills as your decisions can impact the safety of others. You will have the ability to analyse a range of complex information in order to reach the best outcome. 

Having excellent communication skills is essential as you will deliver a range of information to both internal and external and technical and non-technical stakeholders. You will have good networking skills which will allow you to build strong working relationships. As a confident communicator you will also come with strong influencing skills and will not be afraid to challenge. 

You will have highly developed drafting skills which allow you to draft quality submissions and other policy documents. 

Important Information 

You will operate to a flexible working pattern consisting of an average of 37 hours per week. On occasion, there will be a requirement to work outside of ‘normal hours’. 

You will be required to work and travel on official duty within the UK and occasionally overseas which may involve overnight stays. 

A passport valid for international travel is required.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.

Its responsibilities include coordinating search and rescue (SAR) on the coastline and at sea through His Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements The organisation is led by Virginia McVea, its Chief Executive, who took up post in February 2023.The MCA are chiefly responsible for the syllabus and national training standards issued by the Merchant Navy Training Board (based at the UK Chamber of Shipping).
