My client is looking for a Procurement/Subcontract Specialist to develop, negotiate and issue / execute Service Contracts for Engineering / Operations/ Other Departments under Procurement designated guidelines, with the ability to analyze the financial impacts for services. Employ due diligence to comply with the terms, conditions, rights and obligations of the contract. Advise the company on legal matters regarding contracts by reviewing draft contracts and rendering advice to the relevant stakeholders to facilitate company in fulfilling contractual commitment successfully.

Responsibilities include:
·Follow and comply with Company, Project and Project Controls Function procedures and techniques.
·Conduct reviews of complex solicitations and prepare specialized and/or non-routine responses for proposals, bids, and contract modifications.
·Analyze significant and/or unique contract requirements, special provisions, or terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.
·Negotiation of terms and conditions for a variety of contractual documents.
·To have a complete understanding of the contents of their allocated complex contract(s) and to apply the terms to the best commercial and operational interests of the Program.
·Oversee accuracy and timeliness of contract data into company system; preparation of contract reporting from system.
·To fully understand and brief relevant parties on the interpretation of the contract obligations on both the Contract and the Client, and the commercial/contractual impact of any failure to achieve these obligations.
·Ensuring that all issues are resolved after detailed review, provide advice to administration for solving problems/issues in order to keep contract issues resolved smoothly.
·Responsible to study/review important documents like JV/Consortium agreements, highlight the issues, analyze the outcomes and inform related parties about the outcomes in order to avoid the loss or any harm to the company.
·Ensure that all employees in department are familiar with nature of issues and their solutions by conducting training sessions and orientation of specific problems, involve them during discussions and guide them properly in order to prepare them to solve problems at any time.
·Assess the Companies obligations and liabilities, including insurance requirements, review bank and parent guarantee wording.
·Accountable to create a safe working environment, manage risks, reduce exposure to hazardous liability and ensure implementation of QHSE policy.
·Ensuring good practice and strict controls are implemented in relation to change orders, variations, claims, etc. including the assessment of fee claims and advising on dispute resolution.
·Ensure there is a proper 1) business case, 2) risk management, and 3) compliance components in place for each contract.
·May require travels to the various Project sites.

Job Specific Knowledge:
·Scope, Time, Cost, Risk and Quality are fully understood, communicated, monitored and controlled & when required proactive mitigation is evident.
·Review and advise program personnel on risks inherent in client RFPs; preparation/justification of cost proposals for submission.
·To proactively manage and enact the change control process to agreed quality and timescales in order to maximize the commercial and operational benefit to the Program of any change to the Contract. Quickly analyze complex opportunities for commercial risk and potential benefit to the Program.
·Ensure adequate Scopes of Work are in place for all agreements.
·Reviews contract specifications, works with Project Manager (PM) to identify risks or gaps in the Project Plan and support PM in the development and implementation of Risk Management Plan.
·Advising on procurement procedures and strategy for project procurement.
·Negotiating contract terms and conditions with external clients / suppliers.
·Attend Project meetings.
·Contributes to team efforts by accomplishing related results in a cooperative and supportive manner.
·Reviewing and drafting a wide range of contract documents such as Amendments, Statements of Work and MSA Exhibits/Schedules, including analysis of contract financial documents and existing terms and conditions.

Skills and Experience:
·10+ Years working experience with at least 5 years in a senior role.
·Sound knowledge & understanding of contract law and commercial / contracts management.
·Ability to quickly assimilate and retain detail of contracts.
·Demonstrated ability to quickly grasp highly complex program concepts and analyses the associated contractual impact and risks.
·Ability to work with or without legal resources to draft contract clauses which capture the essential contractual issues of any situation.
·Analytical skills associated with developing and utilizing performance measures and cost savings.
·Experienced in Managing and Leading a multicultural group/Team.
·Ideally experienced in Oil & Gas sector.
