Job description

You will be one of a team of two leading a large and diverse Directorate within the Department of Transport’s central office.

Road Safety, Standards and Services is one of five Directorates within the Department for Transport’s Roads, Places and Environment Group (RPE). The Directorate leads on a broad range of road transport issues, including the regulation of private motoring, freight and logistics and road safety. The Directorate is now leading across the Department on significant additional pressures relating to roads aspects of EU Exit which created a requirement for an additional Director to lead on non-EU Exit related aspects of the Directorate’s work. This post has been filled on a temporary basis since December 2018 – we are now moving it onto a permanent basis.

The Directors will share responsibility for leading and motivating a team of almost 200. While leadership and management responsibilities will be shared between the two Directors, you will lead specifically on:
• Road safety and cycle safety
• Road traffic regulation, driving and vehicle licensing, traffic management, parking and street works
• Freight, logistics and roadworthiness;
• Roads technology policy, as part of cross-DfT work on the Future of Mobility
• Sponsorship of the three DfT Motoring Agencies (DVLA, DVSA, VCA)
• Policy on transport of Dangerous Goods

You will also have day to day management oversight of the Government Car Service (a team of c.75 based at their own site in Bermondsey) and the Transport and Works Act Order Unit (who advise Ministers on planning policy decisions on significant transport infrastructure).

Ben Rimmington, who is already in post, will continue to lead on EU Exit planning for the roads sector (UK legislation, negotiations and contingency planning on all issues concerning road haulage and private motoring). Given the overlaps in subject matter and stakeholders a collaborative leadership approach will be indispensable.
You will be working in close partnership with Ben, RSSS Deputy Directors, colleagues from Roads Places and Environment Group. You will also work closely with Private Office and Special Advisers, Home Office, the Police, MHCLG, HM Treasury and other interested Departments, and a wide range of external stakeholders.

Key responsibilities of the role will include:

• Developing and delivering an ambitious agenda to re-set the medium-term strategy for reducing the numbers of people killed and injured on roads in Great Britain;
• Delivering the Future of Freight project, aimed at improving the effectiveness and environmental performance of the logistics sector
• Taking forward Minister’s ambitions for open data in the local transport sector, and implementation of significant IT projects on streetworks data and Blue Badge delivery;
• Ensuring that the regulation of the road traffic will support the evolution of new business models and technologies as a contribution to the Department for Transport’s work on the Future of Mobility;
• Sponsoring the three motoring agencies, leading work on business and financial planning, and ensuring they contribute to wider government objectives;
• Leading work on motor insurance policy in the Department, including management of significant legal and financial risks relating to implementation of European caselaw;
• Working with Ben to motivate and engage a diverse team including policy experts, engineers, and professional drivers, supporting their development and managing performance against a background of an unpredictable, fast-paced and outward facing programme of work.

• The range of leadership style and adaptability to make the dual Director model a success for everyone in Road Safety, Standards and Services.
