The UK’s transport system is used by most of the population every day, whether travelling to and from work, school, shops, hospitals, or just meeting friends and family. Nearly all journeys use the local roads network. The international freight industry ensures that there are food and goods in the shops, and prompt delivery of parts and raw materials. Most of the transport industry is in the private sector: much of it is subject to safety or economic regulation, often under international agreement; some of it – especially public transport – is subsidised by the taxpayer. You will lead the Department’s relationship with the owners and operators of UK airports. You will be responsible for developing and implementing all policy relating to UK airport and airfield infrastructure. This includes issues such as growth, noise, competition and surface access to airports.

You will be responsible for supporting the timely, affordable and financeable delivery of expansion at Heathrow Airport, in line with the strict environmental requirements set out in the Airports National Policy Statement. This includes defending legal challenges, managing complex interdependencies and working with stakeholders including Heathrow Airport Limited, CAA, airlines, communities and local authorities.

You will lead the Department’s relationship with NATS. This includes delivery of airspace modernisation, providing leadership for this complex programme alongside CAA and NATS.

You will need to work closely with the Director, Aviation, Security and International across the shared aviation agenda and support the Department’s response to any security or operational incidents in the aviation sector.

• Ability to work collaboratively across organisational boundaries, and deliver results through others.

• Experience of supporting ministers on politically sensitive and complex issues.
