Freedom of Information and Information Compliance Supervisor  Rugby, Warwickshire  Permanent   Full Time  The closing date for this post is 12 noon on 20th December 2019 Those currently eligible on the redeployment register will be given prior consideration. Interview dates to be confirmed  The main purpose of the role is the post holder will have the supervisory responsibility for the Freedom of Information (FOI) staff and Information Compliance (IC) staff and oversee the processes undertaken by these individuals. The post holder is responsible for the supervision of the key services, including Data Protection (in particular Subject Access Requests) Freedom of Information and Information Compliance provided by the Corporate Communications and Legal Departments to ensure that Warwickshire Police meets all relevant performance standards. Main Responsibilities: To support the co-ordination of effective FOI and Information Compliance provision within Warwickshire Police, including supporting the planning, developing and delivering of FOI and IC functions to acceptable performance levels. To provide advice and guidance to members of staff and other stakeholders on FOI and IC matters and be responsible for interpreting complex technical and lawful instructions and statutes, to ensure policy advice complies with current legislation. Responsible for operating the FOI and IC processes to ensure legal compliance and consistency with best practices standards issued by the UK’s Information Commissioner’s Office. To ensure Corporate Communications and Legal Services successfully monitor the risks associated with FOI and IC provision through environmental scanning and reports to the Senior Corporate Communications Manager and Disclosure Manager as required. Administer the ongoing notification to the Information Commissioners Office. Responsible for the notification’s annual co-ordination, and provide updates on changes or alterations to requirements. Responsible for co-ordinating FOI processes. The post holder will ensure all appropriate processes and supporting procedures are operated across Warwickshire Police to ensure that all FOI duties are managed, monitored and performed to the highest standards in line with Information Commissioner Guidance. Responsible for reporting information incident reporting processes arising from legal duties within FOI regimes. Responsible for supporting the development of FOI training and awareness sessions. This includes reviewing standards and services for police officers and police staff to increase knowledge and awareness of FOI requirements. Monitor and report on FOI performance standards for Corporate Communications and any related working groups. Responsible to the Senior Corporate Communications Manager on a monthly basis to outline key performance standards. Maintain awareness and knowledge of all current information compliance legislation, methods and practices ensuring that an environment of continuous improvement, innovation and emerging best practice are evaluated. Represent professionally and promote the reputation of Warwickshire Police at meetings and groups both internally and externally, including the development of appropriate and constructive partnerships with relevant organisations. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required. Experience/Skills:   Knowledge: A level 3, or equivalent qualification. Evidence of completion of relevant information compliance courses or modules, e.g. Data Protection or Freedom of Information; short course modules.  An understanding and good working knowledge of the key principles and requirements of Data Protection, Freedom of Information and IC legislation. Demonstrable evidence of a commitment to personal and professional development. Experience: Experience of supervising and motivating teams and individuals to achieve targets and meet standards. Experience in contact/customer service environment Experience of the practical application of current FOI and information compliance issues, especially concerning information access and disclosure. Experience of gathering, risk assessing and analysing evidence in order to make recommendations concerning information access and disclosure. Experience of monitoring risk and quality assurance measures  Key Skills: Excellent communication skills, having the ability to challenge where appropriate in order to meet organisational objectives. Proven ability to build effective working relationships and operate as part of a wider team. Excellent and effective interpersonal skills, operating with sensitivity and tact.
