About the job Summary

This is an exciting time to join BEIS, and as a Department, we are leading on many of the key projects that will play a key role in securing the successful delivery of the Government’s net zero carbon commitment. We are looking to recruit for a number of project delivery specialists, who will be responsible for enabling and leading on a number of high-profile projects, which will include the decarbonisation of heat and electrification of heat.

The successful candidates will be assigned to one of these high priority projects within the Energy Transformation and Clean Growth Group, working with SROs and senior project leaders, providing support to these teams. Whilst you will be deployed to work primarily on delivering Net Zero projects, there are also other Departmental priority projects that you could be deployed to, which could include new nuclear, implementation of recommendations from the Competition and Markets Authority, or implementation of new ministerial priorities. They will be supported by the departmental Project Delivery Team who will assist in their continued professional development, ensuring they have the skills to deliver their stretching objectives and opportunities to grow and develop their professional experience and competencies.

As a Level 2 Project Manager you can expect to be assigned to a range of projects of different scale. You could be managing a single standalone project or a project delivery function within a wider programme/portfolio. Each assignment offers an excellent opportunity to develop your project delivery skills. There will certainly be scope for those who excel and demonstrate ability to progress within the Project Delivery profession.

Job description

What will the successful candidate be doing?

You will be part of the BEIS and Government wide Project Delivery Profession, responsible for managing the delivery of a low to medium complex high priority project, leading a project team on a day-to-day basis or working as a member of a Project Management Office (PMO) function in a large project or programme reporting into a senior project leader. You will have a key role in project governance and working with stakeholders, to ensure the agreed project outputs/programme outcomes are delivered to enable benefits to be realised.

1. Project Delivery. Advocating the application of Project Delivery best practices and building team capability, ensuring the project team delivers agreed outcomes within time, cost and quality constraints.

2. Planning, Project Performance & Controls – Overseeing plans and schedules, applying appropriate project principles to deliver stated objectives within the resources available. Embedding and maintaining appropriate Project Controls. Ensuring tracking and monitoring of delivery against budget, resource and milestones is effective.

3. Governance and Reporting – Controlling the application of governance activities in the project or programme, enabling effective management and senior decision-making. Ensuring timely, consistent and accurate data collection, analysis and reporting on progress and delivery confidence.

4. Stakeholder Management – Managing a range of stakeholder engagement and communication activities as well as developing and maintaining internal and external relationships effectively.

5. Business Case Development – Leading on the coordination and production of a Business Case. Managing the timetable for completion, and ensuring it is in line with organisational and Treasury requirements. Managing the progression through the appropriate governance routes and driving completion of the necessary steps/actions required to prepare the Business Case for approval.

6. Benefits Realisation – Ensure benefits are identified, understood, measured, tracked and owned. Ensure appropriate Benefits Realisation Strategy is in place and monitor longer term delivery of benefits against the Business Case.

7. Risks & Issues – Identifying and monitoring project risks and issues. Developing mitigating actions and escalations as appropriate. Identifying and working with related projects to manage interdependencies in a programme.

8. Assurance – Support appropriate levels of assurance for the complexity of the project/programme. Arrange and manage reviews that enable scrutiny of the achievability of the project to meet its objectives and benefits, as stated within the business case. Track and assess the impact of outcomes or recommendations from reviews. Support the implementation of solutions to overcome any shortfalls.

What we are looking for

We are seeking Project Managers looking to develop their skills and work on some of the most interesting and impactful projects in Government.

Successful candidates will potentially:

• Have been involved in the delivery of projects with a low to medium level of complexity. You will have an understanding of project management tools and methodologies, and experience of applying them in practice.

• Be familiar with methods to map out and engage with stakeholders, confident in developing relationships with others both internal and external to the organisation. You will have good interpersonal skills and be able to communicate with impact both in person and writing.

• Have experience of managing project risks and issues. You will have supported discussions with stakeholders, considered wider strategy, and worked collaboratively to design and agree an appropriate stakeholder engagement approach.

• Be able to communicate the objectives of the project, and familiar with the key stages in a project lifecycle.

• Enjoy working in a business change environment, able to understand how the phases of a project lead to effective change, and the ‘bigger picture’ organisational drivers behind them. You will be accustomed to working in an environment of ambiguity and change and you will be proactive in keeping abreast of developments in the business. You will have a confident approach with stakeholders and able to be flexible if they become misaligned with the project you are working on.

It would be desirable for candidates to have a recognised accreditation in professional project management such as:

• PRINCE2 Foundation
• Agile Project Management Foundation
• PRINCE2 Practitioner
• Agile Project Management Practitioner
• APM Project Fundamentals
• APM Project Management Qualification
• MSP Foundation
• MSP Practitioner

Experience/Skills

Candidates must have relevant experience of Project Delivery in either a low to medium complex public sector (or similar) project or programme.

Working knowledge and experience in planning and scheduling. Demonstrating ability to break down components of a project in terms of scope, deliverables, time scales and resources. As well as produce and maintain schedules for activities that consider dependencies, resources and constraints.

Risk Management

Working knowledge and experience of managing risks and issues. Demonstrating the ability to identify and manage risks, including the development and implementation of appropriate risk mitigation strategies that take account of both internal and external dependencies, including managing any associated time, cost and quality constraints.
