Job description

We are looking for enthusiastic analysts to join our diverse Rail Analysis team.

As a Rail Market Analyst, you will use analysis, economics and modelling to provide advice on major decisions. This will involve carrying out detailed cost-benefit analysis of commercial and policy options, ensuring that policy decisions and major investments are informed by robust evidence.

These exciting roles provide the opportunity to work on the following:
• Decisions surrounding train operators’ contracts, ensuring they provide value for money and a quality service for rail passengers.
• Working with policy teams, consultants and/or Network Rail to appraise and produce business cases for the development of rail projects.
• Working as part of the Rail Spending Review team, to shape the delivery of the future Spending Review settlement for Rail, ensuring that decisions are based on evidence.
• Contributing to the Departments analytical response to COVID-19
• Contributing to the Department’s strategy on many issues such as pensions, workforce, and reopening disused lines.

You will provide expert analytical advice, including producing the economic section of business cases for high value rail projects and shaping long term policy decisions. You will work collaboratively with other team members or external technical advisors and may lead on some aspects of work.
 

Responsibilities

Your key responsibilities will include:
• Supporting and leading on value-for-money advice, providing analysis with impact to influence key rail priorities
• Engaging directly with decision makers from other divisions in Rail and collaborating with external partners
• Conducting in-house analysis and working with consultants and policy colleagues on complex projects.

About you

You have experience of analysing data, including interpreting, managing and presenting information in a meaningful way to inform decisions.

You have excellent communication skills and the ability to articulate key messages from analysis to non-technical audiences and produce high quality, concise reports. You engage effectively with a diverse range of people to establish trusted working relationships and build credibility.

You work well independently and across multiple teams to prioritise key tasks and manage your workload effectively. You have a good working knowledge of Microsoft packages including Excel.
