Job description

We have an exciting opportunity here at the Maritime and Coastguard Agency (MCA) for a Marine Technology Policy Manager to join us.

We are responsible for developing and maintaining UK policies and regulations relating to a wide range of safety and environment issues associated with ships and vessels of all sizes.

You will take a dedicated lead in managing and developing UK policy regulations and guidance for the specific policy area as directed by the Branch Manager, in support of UK government objectives for a safe and commercially successful UK fleet supported by their own technical knowledge and the expertise of colleagues.

The role will provide key responsibility for liaison with internal and external partners to ensure the MCA has an informed and balanced approach that meets the Government's obligations, industry needs, and public expectations.
 

Responsibilities

Responsibilities include but are not limited to:
• to manage UK policy for marine technology subjects under the ship standards remit
• use technical knowledge to actively participate in the negotiation of UK and international policy on marine technology subjects and other subjects
• to provide a focal point role for industry and colleagues on matters regarding UK policy for marine technology and maintain a positive and proactive role in liaison with MCA consultant surveyors, Technical Performance Managers (TPMs), relevant Directorates and Branches within the MCA, and external stakeholders
• draft instructions for Government lawyers for preparation and timely implementation of regulations and draft codes and guidance to implement UK policy for shipping safety
• represent the UK and provide technical support at internal and external meetings and working groups associated with their areas of responsibility
• arrange and provide briefing as required for both internal and external fora on marine technology related subjects
• develop briefing material for government senior management and Ministers on marine technology policy matters
• support the DUKMS Ship Standards contribution to the MCA Business Plan activities and objectives and work to achieve Key Priorities and business plan and Performance Indicator
• work collaboratively across Ship Standards, MCA, and wider network of stakeholders to support the effective delivery of their own work and the work of the team
• to ensure that the MCA visions and values are upheld in all aspects of their work

About you -

You will come to us with extensive knowledge of the maritime environment, drawing on relevant experience in either, marine engineering, naval architecture, maritime operations, risk or safety engineering, previous seafaring experience, or maritime technical expertise in a different domain.

Priding yourself on the ability to empathise you have a real understanding of how decisions can impact others, thus enabling realistic expectations and an appreciation of the need for achievable standards that are transparent.

Your written communication skills are exceptional and interpersonal skills excellent, you enjoy engaging with stakeholders and can do so effortlessly whilst building trusted relationships.

You thrive in a dynamic, high profile environment. You are proficient with the use of Microsoft packages.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Experience and Technical skills.

Interviews/assessments are likely to be held w/c 7th December 2020.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
