The Office for Zero Emission Vehicles (OZEV) is a joint DfT/BEIS unit working to support the transition to zero emission vehicles. Earlier this year, the Prime Minister announced that the UK will phase-out of petrol and diesel cars and vans by 2030. OZEV manages a programme of investment of more than £4 billion to help position the UK at the global forefront of zero emission vehicle development, manufacture and use, and to prepare the country’s infrastructure for mass market transition. Our work contributes to economic growth and to helping the UK meet its Net Zero and air pollution targets by reducing emissions on our roads.

The Rapid Charging Fund (RCF) is OZEV’s flagship infrastructure investment fund, designed to target interventions along England’s Strategic Road Network to improve long-distance journeys for EV users and alleviate range anxiety. Often referred to as Project Rapid, we oversee a fund of £950m that is focused on upgrading grid connections at SRN motorway service areas, as well as other connected policy interventions. Alongside this, a new £90m EV infrastructure fund (EVIF) has just been confirmed, which will target larger-scale on-street charging schemes led by local authorities.

Job description

The team is expecting to grow substantially over the next few months to support delivery of this funding. These roles will be amongst the first new policy team leaders to join, but exact policy focus will be determined after discussion with the successful candidate and with the expansion of the team in mind.

The initial policy focus will be related to the project’s delivery, particularly the design and implementation of the delivery of the fund. You will lead on the relationship with our external management consultants, external stakeholders in the electricity sector, and a variety of associated policy issues. You will line manage at least 1 SEO.
 

Responsibilities

As a G7 policy team leader, your responsibilities will include:

• Leading policy development in your area by developing and implementing clear, credible, strategic approaches to meet the objectives of your team and the unit.
• Developing and owning the policy brief and narrative, presenting it to Ministers, senior officials across the Department and Whitehall, as well as working closely with other teams across OZEV, both Departments and with external stakeholders as needed.
• Acting as the first point of contact for ministers and senior officials on enquiries and briefing requests relating to your policy area and providing support for debates and other Parliamentary business.
• Building and maintaining close relationships with the internal and external experts needed to support policy development, including colleagues in BEIS, OFGEM, HMT, No.10, as well as key external stakeholders including chargepoint operators, motorway service area operators, the energy sector, EV manufacturers, environmental NGOs and the Climate Change Committee.
• Taking a proactive and leading role in the effective running of the Rapid Infrastructure Fund/EV infrastructure fund, contributing to wider policy discussions and assisting with team-level administration and leadership.
• Leading a policy team of at least 1 SEO.

About you

OLEV is looking for highly motivated individuals with excellent inter-personal skills and awareness to be able to confidently engage with senior external stakeholders and Ministers. They will need the ability to work within a highly sensitive, demanding environment with strong organisation and prioritisation skills to both shape and deliver projects at pace. You will be a self-starter with a track-record of delivering through others and experience of working with a range of professions such as analysts, digital and operations.

To be successful in this role you will be expected to demonstrate the following capabilities:

• Excellent written and oral communication skills, including, for example, attention to detail for written briefings.
• Strong stakeholder management skills to effectively establish relationships and collaborate with both internal colleagues and stakeholders across Government and with delivery partners and industry.
• Confident communication and engagement with colleagues and stakeholders at all levels.
• An interest in and enthusiasm for the aims and objectives of the Office for Zero Emission Vehicles including working towards meeting the UK’s objectives to tackle climate change and air pollution.
• Ability engage authoritatively with ministers, senior officials, and senior external stakeholders
• Ability to develop, lead and deliver projects through others

Please note if you are successful you will be required to travel to London regularly, once we return to office working.
