Job description

The UK has a dynamic maritime industry with a highly privatised and liberalised ports sector and world leading clusters of maritime professional services (insurance, ship brokering, legal services etc). The global shipping sector carries over 80% of world trade, the volume of which is expected to double by 2030! The UK is therefore ideally positioned to exploit this and drive growth in the maritime sector.

Maritime Security Compliance (MSC) has a key role to play in the Government's fight against terrorism. Our aim is to protect the travelling public, maritime facilities and those employed in the maritime industries from terrorist motivated acts of violence and to retain public confidence in maritime security.

The Security Compliance Manager in MSC leads a team of at least five transport security inspectors in a rolling programme of port security inspections which ensure that ports in the UK, as well as in our Overseas Territories and Crown Dependencies, are safe and secure and aligned with international and domestic maritime security legislation.

Please note: the role involves regular travel within the UK (approximately 2 days per week) and a potential for international travel in the future.
 

Responsibilities

Specifically, you will
• Lead a team of transport security inspectors to ensure that port facilities in the UK implement appropriate and proportionate protective security measures
• Undertake a portfolio of inspections and visits to port facilities in the UK to ensure that international and UK port security requirements are implemented
• Ensure that inspection resources are applied in a consistent and risk based approach
• Where serious instances of non-compliance are found, ensure that appropriate and swift action is taken to manage the risk
• Build and maintain key relationships with major port operators
• Ensure accurate, succinct and focussed information about findings of compliance activity are entered onto the relevant database in a timely manner
• Draft work activity reports, meeting notes and produce official letters to stakeholders
• Work closely with the Head of MSC and the other Security Compliance Manager to maintain oversight of the programme, spot any trends and determine corresponding action
• Effectively deploy team resources in support of the work of other teams within Maritime
• Lead and deliver bespoke projects to benefit industry, MSC and wider directorate colleagues
• Assist in the response to and handling of transport security incidents
• Pro-actively monitor personal and team expenditure on travel, subsistence and overtime to ensure value for money
• Maintain awareness of current threats to the sector, what they mean for the port security regime, and develop a flexible response if required

About You

This operational role requires the ability to develop and maintain excellent working relationships with port facility security officers across the UK, affecting change to constantly improve the protective security regime. You will need to be able to operate independently, owning the programme and your dispersed team, sometimes in challenging circumstances in far flung parts of the UK coast.

The role holder is the linchpin between the operational compliance inspectors and MSC. You are required not only understand policy developments, but shape the thinking, and determine how they can be put in to practice on the ground, especially in the case of a threat to the UK, when the security regime may need to quickly change. This role requires the staff member to be at a minimum a qualified and warranted Maritime Security Compliance Inspector under the ISPS Code International Legislation (or equivalent), the delegation of this responsibility comes direct from the Transport Secretary.

A flexible approach is crucial, as security issues may emerge at short notice and the work does not always fit to standard conditioned hours. The post requires a willingness to travel regularly within the UK including overnight stays. Additionally, MSC is part of the Department for Transport’s incident response function, and we need to provide briefing to Ministers in the event of a security incident, or for a meeting of COBR.
