Job description

By working as a Mentor/Coach to MCA Surveyors within the Marine Office as directed by the Technical Manager (TM), you will ensure that the skill and capability profiles for all post-holders and the Marine Surveyors in your line management chain are maintained to match the survey/inspection/audit work being allocated.
 

Responsibilities

Within your role you will:
• act as direct line manager for Marine Surveyors within the Marine Office, identifying training/development needs and the setting of challenging and relevant objectives aligned to the MCA Business Plan and to the annual activities that the Divisional Area must achieve
• provide advice to industry and public in accordance with MCA policies in accordance with requirements and responsibilities set between the Directorate of Maritime Safety and Standards (DMSS) and the Directorate of the United Kingdom Ship Register (DUKSR)
• contribute to the management, provision and delivery of a first-class quality survey and inspection service by the Marine Office to both customers and clients of the Agency's maritime services
• carry out inspections of ships and port installations which are deemed for the most part highly complex to ensure compliance with International Conventions, EU legislation and UK statutory requirements
• provide advice to industry and public in accordance with MCA policies, including as point of contact for technically related communications
• carry out safety management audits under the International Safety Management (ISM) code of ship operators and their vessels for ISM Document of Compliance (DOC) & ISM Safety Management Certificate (SMC)

About you -

As an experienced Marine Surveyor, you will be confident working autonomously with an excellent eye for detail enabling you to carry out detailed audits and inspections across ships and ports. You will have strong mentoring / coaching skills with the ability to identify training needs across your team. With strong written and verbal communication skills you will comfortably provide expert advice to industry and public in accordance with MCA policies.

Locations

We have positions ready to fill at our Marine Offices in Aberdeen, Belfast, Glasgow, Liverpool and Southampton. If you are successful at interview for your preferred location and there are no positions available you will be placed on a merit list for 12 months and may be offered a position if one becomes available.

Important information regarding Vetting Checks

Due to Covid-19, there is less capacity to complete National Security Vetting checks. Vetting is being prioritised for staff either directly involved in the HMG Covid-19 Response or roles in a limited number of agreed high priority areas.

Therefore, in some instances, following successful BPSS pre-employment checks, the successful candidate may commence employment on the premise that NSV higher security checks will be conducted once normal service levels resume. Should NSV checks prove to be unsuccessful, an alternative role, not requiring NSV clearance, will be identified within the department.

If this is not possible the start date for some campaigns will need to be delayed until vetting has been completed.

Licences

Full Driving licence valid for driving in the UK is required

Qualifications

The minimum academic qualification required is one of:

- Engineer Surveyor: MCA Recognised STCW III/2 Chief Engineer unlimited Certificate of Competency
- Nautical Surveyor: MCA Recognised STCW II/2 Master unlimited Certificate of Competency
- Naval Architect: A degree accredited by RINA/SNAME as meeting the academic requirements for Chartered Engineer
- Ship Surveyor: An engineering degree accredited by IMarEST / IMechE as meeting the academic qualifications for Chartered Engineer

'MCA Recognised' means certificates issued by a country whose seafarer training is recognised by the UK. A list of those countries can found on our website at www.gov.uk and search MCA CEC. (Those without UK issued STCW Certificates of Competency will need to complete UK LAP training at an early stage after entry).

Allowances

Allowances total £12,000 (Flexible, Rotating Working Pattern - £3,000, Out of Hours Contactability/Deployability - £3,000, Remote Working - £1,000,
Location and Deployment Flexibility - £2,500, Operating in Hazardous Environments - £2,500). These are pro-rata for part time.
