We have a permanent opportunity for an Outcomes Measurement & Evaluation Specialist to join our national Strategy, Impact & Engagement Team.

The Outcomes Measurement & Evaluation Specialist is a recent addition to the team, and will lead on the delivery of impact measurement and the evaluation of the Trusts many and varied participatory programmes, working closely with the six regions.

As we continue to bring and promote the benefits of our waterways, it is essential that we enable empirical investigative processes and develop the evidence base that will estimate and demonstrate the difference we are making to individuals, communities and society as a whole.

In this role you will be reporting to the Research & Impact Manager, working within a small, passionate and professional team responsible for establishing and building the Trust's robust, transparent and compelling evidence base.

Location

The role will be based working from home, with the allocation of a nearby Hub for collaborative working in either our Leeds, Birmingham, North West , Newark or Gloucester offices.

About the role

This post holder will be part of a small professional team responsible for planning and delivery of the outcomes based research, evaluation, market research, measurement programme up to GBP800k revenue budget and GBP250k operational capital per annum. You will be partnering & working closely with a variety of national team members including the Insight Team; Strategy, Impact & Engagement Director; National Spatial Planning Team; Enterprise Managers & Participation Development Managers.

Key accountabilities:

Responsible for delivering the Trust's Outcomes Measurement Framework research programme, capturing social outcomes for participants, communities and other beneficiaries.
Working with programme leads to understand and advise on anticipated outcomes from the Trust's participatory programmes. Subsequently, designing and implementing mixed methods evaluation plans and research projects to assess delivery against these outcomes.
Conduct analysis of quantitative and qualitative research data and literature that builds evidence base for efficacy of the Trust's participatory programmes.
Commissioning third party research where applicable and management of relationships with research providers.
Engage with colleagues throughout the Trust and wider industry in order to gather and disseminate evidence and research findings.
Build relationships with academia and other researchers within the industry to ensure the Trust's Evidence programme is aligned with wider best practice.
Contribute to the annual Outcomes Report on Waterways & Wellbeing - a technical document for national policy makers, decision makers and funders.
Key contributor to robust evidence creation as part of the critical Government Grant Review.

About you

Required knowledge, experience & skills:

Degree and post-graduate qualification in relevant discipline, or ability to demonstrate equivalent, knowledge, skills through relevant work experience.
Considerable post-graduate experience of planning and managing research & evaluation projects.
Proven ability to design and undertake impact evaluations using mixed-methods approaches.
Ability to interrogate research studies and wider literature.
Significant experience of quantitative data collection and analysis.
Significant experience of qualitative data collection and analysis.
Evidence of significant experience of conducting research interviews and/or focus groups with programme participants.
Excellent ICT skills and computer literacy, including knowledge of related business applications, software and systems.
Proven experience of working on projects and understanding of project methodology and techniques.
Supplier management.
Knowledge and experience of HM Treasury Green and Magenta Books.
