The Maritime and Coastguard Agency (MCA) Estates team provides operational delivery and supports services to the Chief Executive and Board of Directors. Estates provide facilities management, health and safety compliance, estate sustainability and delivery of Estates strategy.

The Estates team now have an exciting opportunity for a Projects Programme Manager to drive forward the estate portfolio and ensure that it fully supports Her Majesty’s Coastguard and maritime operations.

This is a permanent position with the main headquarters for the role being based in Southampton. Due to business needs there will be a requirement for the successful candidate to work in a flexible manner through regular attendance in the office, working from home and project site visits.

There will also be a requirement to travel with this role so candidates will need to possess a full UK driving licence.

 

Job description

Primary role is to develop and manage a programme of project works to ensure continued site operations in line with MCA operational and business drivers. The project programme will utilize a forward register of identified works based upon site/asset life-cycle analysis reports and operational criticalities.
Responsible for the effective and efficient management of the project programme including budgetary control, tender preparation and evaluation, contractor appointment, works control and commissioning acceptance.
To optimize performance delivery and drive efficiencies across Project Management, Project Delivery and Professional Service contracts.
Assist in delivery of the MCA Estates strategy and development of initiatives to meet changing Whitehall needs and legislative changes.
 

Responsibilities

Including but not limited to:

Project Programme Management
• Prepare and regularly update a forward project register based upon a 10 year, 5 year, 3 year and 1 year project cycle.
• Manage project scope, criticality and budget preparation to present year on year project programme for implementation.
• Liaison with key MCA stakeholders and landlords for works identification, approval/rejection, scheduling, progress reporting, completion and handover.
• Prepare business case documentation for full MCA governance approval.
• Co-ordinate tender activity with procurement and finance to allow for validated contractor appointment within MCA guidelines.
• Fully document and store all project related information.

Project Delivery
For project delivery contracts and appointments, identify options and opportunities for improvement in service quality, performance, delivery and pricing.
Maintain professional and technical partnerships with contractors and other stakeholders to manage customer relations and enable early identification and timely resolution of issues.

Statutory Health and Safety Compliance
Ensure health and safety management is maintained on all projects within all buildings within area of responsibility and that projects undertaken comply fully with health and safety legislation, best practice and company policy by assessing safety performance to minimise risks, develop improvements and escalate issues in a timely manner.

Leadership and Line Management
• Direct line management of two project co-ordinator/administration positions both based in Southampton HQ.
• Provide leadership and technical advice/guidance to projects team and wider Estates functions.
• Develop team members in order to continually improve the technical capability of individuals, team performance and work methods.
• Assist in delivery of the MCA Estates strategy and development of initiatives to meet changing needs and legislative changes.
• Any other duties as required.

About You
• You will possess excellent communication skills
• You will have ability and experience to liaise with stakeholders at varying seniority levels
• Professional qualifications (HND or above) in either Construction Management, Building Services, Facilities Management OR willing to work towards.
• Experience of managing programmes and multiple projects, preferably within a property context.
• Experience of estates and/or construction management.
• To hold, or be working towards, IOSH and / or associated H&S qualification.
