Chief Technology Office 

Inmarsat’s Chief Technology Office (CTO) business unit sits at the core of our business and focuses on innovative technology development and engineering. The CTO maintains a centre of excellence for technology and broader infrastructure-related innovation, translating market needs into core expansion programmes to enable market development. We ensure that Inmarsat’s products and services are constantly pushing the boundaries of satellite communications.  The CTO team is responsible for delivering Inmarsat development programmes, including satellites and launchers, ground infrastructure (ground stations, networks, user terminals and access technology), regulatory, market access and product and service development. 

Job Description

Primary role purpose:

The purpose of the position is to work with the Regulatory Engineering team to ensure that Inmarsat has continued access to the orbital resources and spectrum required to operate its current and future satellite services.

The work includes management and coordination of Inmarsat ITU filings as well as participation in ITU-R meetings and other spectrum regulatory activities to ensure that the international regulatory framework is in place to enable Inmarsat to realise its business plans.

The role involves support for and liaison with other departments within Inmarsat, such as market access, business development, operations and engineering.

The candidate is expected to monitor regulatory developments, establish and maintain positive relationships with government agencies, other regulatory authorities and industry players and generally ensure Inmarsat’s regulatory activities are conducted accurately, ethically, and according to relevant regulations, laws, and standards.

Key responsibilities:

  • Planning and carrying out ITU frequency coordination of Inmarsat networks in various frequency bands, including the L-band, S-band, C-band, Ka-band and Q/V-band
  • Preparing strategy for frequency coordination and orbital slot acquisition
  • Preparing ITU filings for Inmarsat networks and ensuring that all ITU coordination requirements are met
  • Formulating and promoting positions and strategies for regulatory activities in relation to spectrum use, including at World Radiocommunication Conferences
  • Participation in international regulatory meetings at the ITU, CEPT and other bodies to ensure Inmarsat’s objectives are met
  • Working collaboratively and constructively with other regulatory and market access teams in Inmarsat to ensure coordination in the regulatory effort to support Inmarsat’s products and systems
  • Providing technical support on market access and business development activities
  • Advising Inmarsat’s market development, commercial and engineering teams, as well as senior management, on regulatory opportunities and risks that may affect Inmarsat’s interests and business

Qualifications

Essential Knowledge and Skills

  • Bachelor’s Degree in Electrical Engineering, Science, Maths or another related technical discipline and 5+ years of professional relevant experience
  • Knowledge of satellite communications systems (link budgets, general radio theory and basic orbital mechanics), national and international spectrum regulations, policies and spectrum regulatory, registration and coordination processes
  • Knowledge of non-satellite wireless products, services and technologies
  • Experience of working in international regulatory fora (ITU, CEPT)
  • Understanding of policy and regulatory issues in the satellite sector, especially with regard to licensing and market access
  • Strong organization and communication skills
  • Ability to work with diverse groups and strong teamwork skills

Desirable Knowledge and Skills

  • Knowledge of programming languages and/or interference analysis software
  • Proficiency in second/third language
