The Defence OU Finance Manager leads the Defence Operating Unit (DOU) Business Management team overseeing all finance aspects of its customers and contracts of work in a rapidly changing, growing and fast-paced environment. The role is the strategic finance partner to the DOU Director, accountable for the accuracy and transparency of all financial aspects within the operating unit, working alongside the Programme function and supporting several contracts simultaneously.

Key Responsibilities

Lead and manage the Defence OU BM team to deliver a professional, effective and value-add service to the highest standards and develop a flow of finance talent into the business
Accountable for effective collaboration with all areas of the Operating Unit, maintaining Project Finance engagement and delivery with both the current and future landscapes in mind
Partner with the DOU leadership team, delivering effective, accurate and timely management information and analysis to directly influence Programme and wider business decisions
Fulfil Internal and Customer reporting requirements, including the Forecast, AOP (Annual Operation Plan), PMR (Programme Management Review) and contractual customer reporting
Lead and control all project schedules, Earned Value Management (EVM), KPIs and cost report deliverables for the BM team
Ensure that accounting for each contract within the portfolio is compliant with GAAP and company policy
Work closely with the Business Manager on the annual Questionnaire on Method of Cost Allocation (QMAC) and be the main contact with MoD audit
Partner the DOU Director to deliver the AOP, building strategic business plans supporting growth within the Operating Unit and managing opportunities and sensitivities for both current and strategic planning
Be the main contact for all new DOU accounts/frameworks and oversee all new pricing requirements
Co-ordination of cEAC processes, making sure all projects are reviewed regularly
Manage the resourcing of all programme finance requirements, aligning and optimising the team's capability to deliver on time and produce solutions that anticipate future requirements and solve existing problems
Maintain full awareness of and monitor DOU invoicing and cash positions, unbilled balances, backlog and de-booking requirements, working with the teams to ensure the status of each is at acceptable levels
Ensure the team work collaboratively with the wider Accounting, Commercial and Programme teams
Lead and participate in process review and continuous improvement activities
Engage with internal and external Auditors as required
Create and deliver presentations that present relevant information clearly to stakeholders at all levels of the organisation and across a diverse audience range
Deputise for the Business Manager and lead on NGUKL activities as required
Undertake any other reasonable task as requested

Competency/Skill requirements

Excellent analytical skills, with a keen attention to detail
Strong understanding of Earned Value Management and an ability to translate the data into meaningful management information
Familiarity with the UK MoD single source contracting environment
Adept at problem-solving, able to develop solutions to a variety of very complex problems
Proficient numerical skills, with advanced Microsoft Excel competency
Proactive team worker , equally self-motivated and able to work autonomously
Excellent interpersonal skills, able to engage effectively with all audiences/stakeholders
Fluent in written and spoken English
Competent in PowerPoint and face-to-face presentation delivery
Understand/have an awareness of different contracting models and any financial differences between them
Highly-organised, adept at workload management, prioritising appropriately to meet deadlines
Strong customer orientation
An engaging and 'can do' attitude
Commercially-aware
Able to communicate both favourable and adverse messages to the business

Person Specification

Essential qualifications / experience

ACCA/CIMA Qualified/Business or Finance Degree
Proven experience working within a Finance team or closely related
A background in both business and finance
Working understanding of Scheduling, EVM and relevant tools (COBRA, P6)
Strong People management and development, growing talented individuals into a high-performing team
