We have an exciting opportunity for a Policy and Regulation Development Manager to join us at the Driver and Vehicle Standards Agency and we’d love to hear from you!

Job description

The Policy and Regulation Development Manager contributes to policy making across the Agency with responsibility for a team of up to five staff members. You will lead and support drafting, implementation and review of legislation, providing advice and interpretation of legislation which underpins DVSA responsibilities.

The role requires actively managing relationships within the DfT family and across Government to ensure strategic alignment of objectives. You will manage the conduct of litigation cases brought against DVSA.

Responsibilities

Responsibilities include, but are not limited to:

• Working with a range of internal and external stakeholders to ensure that any regulatory changes are implemented efficiently and effectively. This will include managing expectations, providing advice and guidance to service owners.

• Responsibility for ensuring team adherence to the regulatory clearance process for making legislative change and that all documents are completed and cleared as required.

• Reviewing DVSA change proposals to evaluate the impact of any proposed changes on policy legislation, enforcement and fees.

• Taking the lead and responsibility for ensuring drafting high quality written documents. Ensuring relevant evidence is taken into account when writing impact assessments and consultation papers, analysing responses to draft response to consultation reports, and drafting ministerial submissions and briefings.

• Drafting requests for legal advice making best use of time and resource of lawyers.

• Providing advice to a range of customers, both within Government and externally, on the interpretation and implementation of legislation – this may include advising OGDs introducing changes which may impact the Agency’s areas of responsibility.

• Oversight and management of the Agency’s litigation cases (including personal injury), providing advice to colleagues and seeking advice from Government Legal Department and general counsel.

• Lead for the Agency in liaison with DfT’s Better Regulation Unit, the Department for Business, Energy and Industrial Strategy’s Better Regulation Executive and Cabinet Office on Better Regulation/Deregulatory Initiatives

About you
You will bring superb communication skills, with the ability to clearly consult, guide and deliver robust and proportionate recommendations to a wide range of stakeholders. You are able to adapt your approach dependent upon the audience, breaking down complex messages in a way that makes them understandable to non-specialists. You will influence decisions and not be afraid to provide challenge.

You can interpret legislation and deliver innovative and new ways of working. You have a keen eye for detail with confidence in drafting quality and high-level documents that are accessible to the reader.

You are extremely adaptable and flexible, with the aptitude to adjust to varying business requirements and ever-changing work demands

We would love someone to join us who can quickly build rapport with key stakeholders both internally and externally.

Additional Information

Travel and overnight stays across the UK may be required with this role.

Your personal statement will be limited to a maximum of 1250 words.

The sift is due to take place on 23rd - 25th May 2022.

Interviews/assessments are likely to be held 8th - 10th June 2022.

This interview could be conducted via a video interview, details of which will be provided to you should you be selected for interview.
