The role is for a highly skilled payroll and benefits specialist able to add value in a busy and pressurised environment

Key Responsibilities
• Administration of the outsourced payroll and benefits service at operational level, ensuring that the provision of payroll and benefits is effective, efficient, cohesive and “fit for purpose”.
• Maintain the day to day relationship with the outsourced flexible benefits and payroll provider, ensuring effective, efficient service and delivery to agreed SLA’s, including
o Monitoring performance against service level agreements, (SLA’s), provide statistics.
• Maintain day to day relationships with key stakeholders, internal and external.
• Provision and development of monthly payroll and benefit reports, using Business Objects and Excel.
• Ensure accurate and timely completion of monthly balance sheet reconciliations on all benefit and payroll related accounts & preparation of appropriate journals, resolving all queries, including;
o a monthly reconciliation of benefits, investigating and resolving differences.
• Liaise with Financial Control and Towers Watson to ensure all annual invoices, (GIP, Life Assurance), are reconciled.
• Monitor and report on all issues and errors relating to monthly payroll, developing a suite of reports/graphs to highlight issues, working with business and providers to ensure appropriate actions are taken.
• Engage effectively with HR, arranging and leading monthly meetings to ensure any issues are dealt with in a timely manner, including providing analysis of end to end payroll processes using reports and graphs.
• Pension reconciliations in advance of payment.
• Responsible for ensuring accurate and timely minutes for all benefit and payroll meetings.
• Liaise with and provide input into internal and external audit.
• Review and update of all payroll and operational benefits documentation, policies, processes and procedures.
• Coordinate, prepare and complete all year-end processes and procedures to ensure statutory deadlines are adhered to. All PSA and P11D data to be collated on a monthly basis and completed by 31 March.
• Accurate and timely preparation of data for inclusion in the Annual Accounts.
• Seek opportunities to network within Ofcom

Essential Skills & Experience

• Understanding of flexible benefits packages, salary sacrifice and Stakeholder pensions.
• Excellent communication skills with ability to write and present information in a clear and logical format and communicate with a diverse range of people.
• First-rate reconciliation skills.
• Advanced experience of Payroll Systems, reporting tools, highly competent in the use of MS Office Suite, in particular Excel, (to include pivot table and v-lookup).
• Essential to be able to perform manual calculations for pay and benefits.
• A pro-active and logical approach.
• Accuracy and attention to detail with strong analytical and numeracy skills.
• Excellent organisational skills and able to deal with changing and conflicting priorities.
• Must be customer focused, calm under pressure with a flexible attitude to working requirements.
