Transport for Wales has awarded KeolisAmey a multi-billion-pound contract to run the Wales and Borders train service and to develop the Cardiff Central Metro. This is the biggest ever contract to be awarded in Wales and we will work closely with TfW to deliver a new era for passengers and for Wales, with more services, newer trains, better stations and a more reliable network.

To deliver the project and to establish a wider consultancy footprint in Wales, Amey is opening a design hub to create new jobs in Cardiff. We are looking to recruit designers, engineers and railway professionals across all rail disciplines for both the design and asset discovery phases of the project.



What is the purpose of this role?

Provides strategic engineering leadership to the programme of works.

Develop and maintains strong engineering relationships with the client.

Accountable for directing the engineering resources to support the successful delivery of multi-disciplinary design and implementation work packages across the portfolio, to programme and to the required quality.

Responsible for developing and delivering the engineering strategy for the programme and providing technical support to the Infrastructure Services Director, leading on all inter-disciplinary engineering management issues, appointing the right people to undertake the Engineering Manager (EM) role on individual work packages, and ensuring compliance with Amey EM procedures.



Responsibilities

Technical

  • Ensure that staff are competent and, where necessary, licenced to undertake the level of engineering required on the programme, including (multi-disciplinary) Engineering Managers
  • Provide direction and leadership to deliver planned growth, development, recruitment, competency and mentoring of staff
  • Undertake annual appraisals of staff (PDRs), liaising with the relevant Project Managers and ensure all those within their area of professional excellence are undertaken effectively
  • Recruit, train and mentor staff within their area of professional excellence to meet the competency requirements identified by the Technical Directors
  • Ensure that the programme has defined multidisciplinary competency requirements
  • Lead on the Engineering management of multi-disciplinary work packages within the programme
  • Monitor and ensure continuous improvement of the performance of EMs within the programme
  • Lead on innovation and promotion of best practice
  • Resource Management
  • Work with the Technical Directors and Associate Directors to plan and grow the level of engineering resource necessary to support the programme, including identifying and assessing key suppliers
  • Liaise with the Programme/Project Managers ensure that resource requirements are understood and can be met by the team or external supply chain.
  • Support Recruitment and Retention Strategies.

Client Relationship Management

  • Continuously engage with the technical areas of our clients' business to get feedback on our technical delivery and capability within the programme
  • Act as the Principal point of contact for Engineering matters with the client

Technical Excellence & Continuous Improvement

  • Work with the Regional Engineering Directors, Discipline Leads, and other Managers across Amey, to develop and implement continuous improvement on multidisciplinary projects

Continuously engage with the technical areas of our clients' business to get feedback on our technical delivery and capability.

  • Support the Technical Directors in developing Amey's understanding of the client's existing and future needs, and solutions to meet those
  • Promote Amey's professional / technical excellence with existing clients

Report on technical aspects of the programme in line with business objectives

What makes this role unique?

Qualifications

  • Accredited ICE Supervising Civil Engineer or equivalent in other professional institution(s).
  • Diploma in management or proven successful track record in general management
  • Full Driving Licence - some travel and work away from home may be required
  • BSc/BEng, or MSc/MEng
  • Chartered Engineer; Fellow of relevant professional Institution (desirable).

Skills

  • Technical team leadership skills and ability to inspire technical excellence
  • Experience of working in a design and construction environment
  • Experience of working on multi-disciplinary rail projects.
  • Strong communication and the ability to encourage collaboration

Experience

  • Experience in the production and delivery of technical papers and delivery of technical seminars
  • Proven track record in the delivery of specific engineering service line with an innovative approach to solving client problems
  • Proven track record in the training, mentoring and development of staff to achieve appropriate professional qualifications and career ambitions
  • Significant experience in area of expertise with experience in the relevant sector in a senior position
  • Experience of working in a design and construction environment
  • Experience in understanding, interpreting and communicating the technical requirements of our Contracts and in particular specifications and appropriate standards.
  • Experience in the application of systems engineering processes within the rail environment

  • A thorough understanding of engineering management for major multi-disciplinary railway infrastructure projects, including systems engineering.
  • A thorough understanding of the principles of Systems Engineering in the rail environment
