Job description

It is an exciting time of change in the Rail industry. The Williams Rail Review was launched in October 2018 and has a broad remit to make recommendations to the Secretary of State for changes to the industry structure and commercial model that will deliver for customers and taxpayers. You will have an important role in contributing to the Review and its implementation. 

Working closely with the Rail Review team, you will be responsible for the Department’s strategy for commercial policy on issues relating to reforms to rail franchising; delivery models for rail passenger services and cross-cutting issues such as leading Rail Group’s input to the forthcoming Spending Review. 

Your team will be part of the Rail Strategy Reform and Analysis Directorate who lead on supporting Ministers’ ambitions to improve the system of rail service delivery so that it is focussed on delivering high quality services for customers and improved value for taxpayers. You will also work closely with and support the Passenger Services directorate who manage existing rail franchises and lead the procurement of new commercial arrangements as well as colleagues across Rail and in the industry. 

You will lead a high performing team who bring together commercial and policy expertise to problem solve, innovate and bring strategic insight to some of the most challenging issues facing rail.
