The Independent Commission on Civil Aviation Noise (ICCAN) has recently been established as an Advisory Non-Departmental Public Body to become a credible and authoritative voice on aviation noise issues. 

The objective of ICCAN is to bring together industry, communities and the Government to ensure best practice is followed and information is shared and communicated in an accessible way. We will aim to identify any improvements needed to industry methods of assessing and mitigating noise impacts and will give communities a greater stake on aviation noise issues. 

We’re now seeking a Chief Analyst to drive forward ICCAN’s programme of research, analysis and reporting over the next two years. As a member of ICCAN’s senior management team, you will be responsible for delivering the objectives in ICCAN’s recently-published first corporate strategy. You’ll lead a team of six analytical and policy specialists (expected to cover social and/or operational research, economists, statisticians), who will conduct and procure data analysis and/or consultation projects, turning them into robust recommendations delivered in reports to the ICCAN board of Commissioners, the Government and others. 

Noise is a contentious issue that receives a large amount of interest from stakeholders from all sides of the debate. Improving trust between stakeholders is a key objective of ICCAN’s success and a lack of public trust in the data and evidence is one of the main aspects of the current problem. 

Data and evidence are integral to ICCAN’s vision, both in terms of the work we do and the trust that the public put in the industry. As the expert noise body, we must set the standard for the collation and analysis of noise data. The Chief Analyst will have full responsibility for leading this work. 

Within your role you will: 

• Lead the development and ongoing management of ICCAN’s analytical and policy programme, ensuring the delivery of well-evidenced studies and analysis in line with ICCAN’s overall work programme; 
• Develop the evidence base relating to the impacts of aviation noise; 
• Deliver innovative analysis to support a structured analytical approach to policy development and delivery in aviation noise; 
• Communicating analysis with impact to a range of different analyst and non-analyst stakeholders; 
• Leadership of ICCAN’s analytical and policy team.

Special features of the role 

This role will require the successful candidate to work 37 hours per week, or this can be shared between part time staff on a job share basis. 

About you 

You will have excellent communication skills both verbally and in writing, with the ability to adapt your delivery to suit a wide variety of audiences, maximising both impact and understanding. You will be a strong leader, who can bring together policy considerations with an understanding of commercial and implementation practicalities. 

You will have an understanding of how the Civil Service operates and passionate about working to improve services for the public citizen. You will have excellent technical, project management, presentation, leadership and report writing skills with the ability to pick up technical issues at pace and lead a multi-disciplinary team of people.

ICCAN is a brand new independent arm's length body, sponsored by the Department for Transport (DfT). ICCAN is setting up as a small, agile organisation, determined to make a difference to the management of aviation noise. 

As an arm's length body of DfT, ICCAN's work and operations will be entirely independent, but the successful candidate will be an employee of DfT and therefore will have access to all the corporate, development and other opportunities afforded to direct departmental employees.
