Do you want to be the expert for all procurement activity and strategy in UK Government’s centre of excellence in corporate finance and corporate governance? Are you someone who can work under little supervisions and effectively build relationships with internal and external stakeholders?

UK Government Investments (UKGI) is a government-owned company wholly owned by HM Treasury.  It operates as an arm’s length body of HM Treasury, working across government to ensure that publicly owned assets achieve value for money for the taxpayer. 

Our objectives include to prepare and execute all significant corporate asset sales by the UK Government, advise on all major UK Government financial interventions into corporate structures, act as shareholder for those arm’s length bodies of the UK Government that are structured to allow a meaningful shareholder function and for other assets facing complex transformations and advise on major UK Government negotiations with corporates.

We are looking to recruit our next procurement and commercial manager. You will be solely responsible for in-house procurement and procurement strategy and act as an expert advice point for the organisation. The successful candidate will work across our entire portfolio of assets, providing support and advice to teams, and senior UKGI officials on how to assure procurement, commercial or contract management activities in their assets.

You will be the profession lead for procurement, and will be responsible for the internal systems and processes as well as providing guidance and training to colleagues on procurement and contract management. Alongside working with internal stakeholders, external stakeholder management is crucial in the role. support will need to be provided for third party services, including various government departments and working with the outsources procurement function (Crown Commercial Service).

The role will include leading on the category and sourcing strategy for executive search services, as well as developing and implementing appropriate supply chain / supplier management approaches. You will own and develop the internal procurement guidance and policy, and will be responsible for cascading these down throughout UKGI.

In order to be successful in the role, you will need to be technically proficient within professional services, with experience of using existing frameworks and be flexible to put into place contracts that align with project specific timetables, sometimes at very short notice. Moreover, you will need good stakeholder management skills, both internally and externally, with the ability to successfully influence and challenge appropriately to secure optimal outcomes. There will be very little supervision in this role, so you will need to be disciplined and a self-motivator who is able to meet the needs of competing projects.

Individuals appointed to UKGI will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 5 years. A lack of UK residency in itself is not necessary a bar to security clearance but the organisation will need to consider on a case by case basis using all information that can be obtained following a successful application.
