We are looking for a dedicated person to work within the MCA's Counter Pollution and Salvage Branch, the Government body responsible for responding to marine pollution and salvage incidents. 

As a Counter Pollution Resource and Claims Lead, your role will be primarily responsible for the management of pollution response stockpiles, equipment resources, and associated contract and capital purchase management. 

In addition, and as part of the MCA on-call duty support team and within the Marine Response Centre (MRC), you will take the lead in the provision of marine response logistic support, claims management and cost recovery for the MCA, following any qualifying pollution within the UK Exclusive Economic Zone (UK EEZ). Role responsibilities 

• Undertake the role of Contract and Operational Manager for the MCA's Counter Pollution equipment stockpile contract and dispersant stockpile contracts 

• Managing long term purchasing plan for Counter Pollution response capability. 

• Taking a lead in setting up, and where necessary activating framework agreements for, additional support during incidents. 

• Monitoring and overseeing the compilation of all MCA and associated government expenditure during incident response. 

• Managing and progressing claims following incidents - liaising with all stakeholders, OGDs and industry 

• Maintaining the CPS annual Programme budget, keeping the Head of Branch fully informed of planned and actual expenditure 

• Participating in regional and national counter pollution exercises and training. 

• Managing any necessary legal action for cost recovery cases 

• Representing the MCA at national and international fora on legal, liability and claims issues involving CPS incident response. 

• Promoting CPS function within MCA, through engagements with industry and other appropriate organisations upon request.
 

Responsibilities

About you 

We are looking for someone who can demonstrate a high standard of written English and is confident in working with internal/external stakeholders and colleagues of all levels. 

You have previous knowledge and understanding of UK National response frameworks for incidents at sea. 

You hold a practical understanding of Counter Pollution equipment, both operationally and logistically
