Job Details

If you have experience of distributing and licensing digital products and relish the opportunity to take ownership of a brand-new service, building it from the ground up and evolving it over time, this is the ideal opportunity for you.

The UK Hydrographic Office (UKHO) develops and serves world leading geospatial software and data solutions to commercial shipping companies, navies and maritime organisations. UKHO also operates The International Centre for Electronic Navigational Charts (IC-ENC), a collection of Electronic Navigational Charts (ENC) producers working together to improve ENC quality and availability. IC-ENC has regional offices in Australia, Brazil and US, and currently has 45 Hydrographic Office members.

Traditionally IC-ENC’s success has been built on supplying ENC data for Electronic Chart Display & Information Systems (ECDIS) on large ships on international voyages. However, more recently, the potential advantages of using ENC data more widely than just in ECDIS have been recognised. As a result of this, the IC-ENC remit is to expand via a new service to support safe navigation by non-ECDIS craft. This is likely to be the smaller, local, informal user, and include equipment ranging from specific Electronic Chart Systems (ECS) through to a smartphone. We now need a Service Manager to deliver this new remit. As Service Manager, your responsibilities will include:

  • To develop and manage the navigation distribution and licensing policies, and associated material (contracts, specifications, end user license agreements, supporting material and so on)
  • To develop and manage relationships with distribution partners, other regional ENC centres and other organisations/working groups/bodies with respect to non-ECDIS navigation
  • To develop and manage the revenue management service
  • To be subject matter expert on Non-ECDIS electronic navigation and data distribution aspects in order to assist and protect the interests of the IC-ENC participating Hydrographic Office members.

Assessment Criteria

Key to this role will be your knowledge and understanding of distributing digital/data products, combined with financial and business acumen (including an appreciation of auditing). In your application you will also be assessed on the following behaviours:

  • Communicating & Influencing – influencing and persuasion across multiple types of stakeholders
  • Working together – building working relationships for mutual success
  • Effective Decisions – making evidence-based judgements and delivering results.

An existing technical appreciation of maritime digital data, products and systems, such as Electronic Navigation Charts (ENCs), and Electronic Chart Display & Information Systems (ECDIS) is desirable but not essential.

In return

We will actively empower you to develop yourself and provide flexible working practices for a healthy work/life balance. You will also benefit from a brand new award winning office, with free use of our onsite gym, free parking and subsidised canteen.

To apply for this exciting opportunity please send a covering letter and CV by clicking apply below and outlining how you meet the above criteria.

Closing date: 23:55 pm on Thursday 3 October 2019.

UKHO embraces diversity and promotes inclusion and equality of opportunity. We are a Disability Confident employer, which includes offering a guaranteed interview to candidates with disabilities, providing they meet the minimum selection criteria.

By ‘minimum selection criteria’ we mean that the evidence you provide in your application must demonstrate that you meet the minimum pass mark, set by the short-list panel, for each criteria listed in the ‘short-list’ section, above. The short-list panel will not be made aware of any disability you may choose to declare; this information will be processed solely by HR, in accordance with Data Protection legislation.

If you are a disabled candidate, please ensure you complete the Equality and Diversity form or inform our HR department, at [email protected], if you wish to be considered under the Disability Confident guaranteed interview scheme.

Selection for appointment to the Civil Service is on merit, on the basis of fair and open competition, as outlined in the Civil Service Commission’s Recruitment Principles.
