The role of Consultant in Public Health is a senior position within the Public Health Directorate and will report to the Joint Director of Public Health for Portsmouth City Council and Southampton City Council.

The Consultant in Public Health will play a crucial part in Health and Care Portsmouth's vision to have a single commissioning organisation and a single/lead provider against a back drop of increasing financial challenges. You will be expected to work in partnership with other teams at the Council as well as external stakeholders to help deliver this vision for our citizens. This will be achieved by a combination of strategic leadership and the commissioning and/or delivery of public health services.

The post holder working with the Joint DPH will lead on improving the health and wellbeing of the residents which is underpinned by the statutory duty placed on local government to take such steps as it considers appropriate to improve health of its residents. The post holder will take responsibility for a strategic objective of the Health & Wellbeing Board and act as a change agent to enable delivery of relevant outcome indicators from the public health, NHS and social care outcome frameworks. The post holder will be expected to work across organisations, be able to influence budgets held by those organisations as well as advocate for change effectively. They may hold direct managerial responsibility for services and budgets which directly contribute to these objectives but they will usually also have substantially greater strategic responsibilities across the council and other agencies.

This is an exciting time for Public Health in Portsmouth. We are working closely with children's and families services on delivery of public health nursing services and with the Clinical Commissioning Group on sexual health. Other areas of innovation include current work on childhood obesity. There are opportunities to work across the Hampshire, Isle of Wight sub-region with the Local Maternity System, and on areas such as Population Health Management and violence reduction. We want to recruit a leader who will shape, lead and drive our public health work plan, supporting our City based public health team to improve the health outcomes for our residents.

This is a fixed term position covering maternity for 12 months and would suit a Member of the Faculty of Public Health with a relevant Masters Degree.
