An exciting opportunity has arisen for a Contracts & Commissioning Officer based in Aylesbury to join an expanding company.

As a Contracts & Commissioning Officer will include:
  • Undertake administrative process of tendering and contract management such as using the Council's e-Tender, Contract Management System and Transport system effectively to maintain accurate auditable records of all commissioning, tendering, evaluation and contract management.
  • Undertake research and analysis e.g. financial, market sounding and presenting findings in appropriate ways and to support the development of service specifications and work with procurement through the tendering process.
  • Work as part of a Project Team, conducting efficient and collaborative transport commissioning activity (including providing advice, tendering, evaluation, award & contract management) which is compliant and results in high value adding commercial outcomes
  • Build, develop and maintain effective working relationships with clients, suppliers and other stakeholders and to ensure customer satisfaction and supplier performance by ensuring adherence to BCCs formal complaint management/review process.
  • Provide advice and guidance to internal staff on all aspects of commissioning and tendering activity and work with the Procurement team to ensure internal processes are aligned to internal regulation and procurement law.
  • Where required support other areas in Transport by working in a whole systems approach to translate Council priorities and outcomes into a range of internally and externally delivered provision which is integrated across Transport.
  • Supporting commissioning activity in relation to individual transport packages, whilst ensuring the associated functions are efficient and effective, including managing/tracking savings and efficiencies against MTFP/Transformation targets
  • Ensure any safeguarding and/or quality issues identified through complaints or the review process are managed within the team effectively and escalated where it was appropriate to do so.

An ideal Contracts & Commissioning Officer will hold the following skills and experiences:
  • Experience working in a Contracts or Commissioning area
  • Experience linked to managing performance and/or commissioning, funding or contracting services
  • Previous experience of developing a quality framework for a service or service users to monitor impact, outcomes and value for money
  • Experience of working successfully and effectively as part of a team
  • Developing positive working relationships with a wide range of stakeholders, such as suppliers and service users and make them aware of the strategic direction of service development
  • Experience of working effectively in cooperation and partnership with a wide range of communities, partner agencies, private sector providers, public agencies, voluntary bodies and statutory authorities.
  • Experience of financial processing and / or budget management.
  • Experience of setting standards and measures and managing contract compliance / performance.
  • Experience of managing projects.
  • Commissioning policy and practice
  • Quality assurance and improvement, and performance management processes
  • Basic knowledge of procurement and contracting practice
  • Understanding of council service needs and how these can best be assessed and met
  • Broad understanding of:
  • Safeguarding
  • Statutory guidance relating to children and/or adult services
  • Service best practice
  • Strong awareness of the current issues facing local government and the wider public sector
  • Knowledge of strategy / market development.
  • Excellent knowledge of service / profession and interrelationships with other services and departments. Good knowledge of wider sector / external influences.
