Implementation of the Williams Rail Review is a high priority for Government and will be a transformative change for the rail sector. The Review is focused on reforms that will put passengers at the heart of the railway, provide value for taxpayers and deliver economic, social and environmental benefits across Britain. We are looking for an ambitious project delivery professional to lead the successful delivery of this major transformation programme of the rail sector. Job description

This high-profile role will require you to develop positive working relationships with a range of senior stakeholders, including Ministers, senior industry leaders and colleagues. You will also work closely with teams across the Department, external advisors and the wider rail sector.

Successful delivery of the programme will be dependent on effective programme management, leadership and controls. You will lead on the establishment of the Reform Programme PMO (circa 10 people) and will build a team of project and programme management specialists to introduce key PPM disciplines and tools tailored to the specific needs of the Reform Programme. This will include the development and management of an end-to-end programme plan, introduction and implementation of appropriate governance and assurance arrangements, anticipation and management of risks and issues, design and introduction of appropriate reporting approaches to assure the SRO and other key stakeholders of progress and status.
 

Responsibilities

As Head of PMO, you will lead a broad and varied portfolio of work, including:

• Designing of the Reform programme.
• Leading stakeholder engagement with Government programme management community and lead interface with other projects.
• Ensuring lessons learned from change programmes are reflected in programme design.
• Leading programme planning, reporting governance and assurance processes.
• Participating as a senior leader in the wider Reform Programme, and managing a team of around 10.

About you

You hold a recognised project management qualification (APMP, Prince2, or equivalent) or have significant portfolio, programme and/or project management experience, and the ability to apply this pragmatically in a complex environment. You have a high attention to detail and experience of raising issues and providing solutions to ensure the successful delivery of the programme.

You will have strong leadership skills, with the capability to lead a diverse team of specialists with a broad range of responsibilities. You are a supportive leader during times of change and encourage an inclusive team spirit.

You have exceptional interpersonal skills, you are articulate and credible to build trusted relationships at senior levels. You demonstrate effective influencing skills and the ability to engage with a diverse range of senior leaders.

You are adaptable and have the capability to provide a responsive service to the organisation through periods of change and deliver rapidly in a high-pressure environment.
