About the job

Our transport system touches the lives of everyone in this country: it reunites families; takes millions of people to work every day; and keeps fresh food on the shelves of our supermarkets. Directly and indirectly, transport is the lynchpin of how we go about our lives – and it is never out of the spotlight. The Department for Transport plays a vital role in the delivery of the day to day rail, road and aviation services we rely on.

The Deputy Director will join the existing postholder in a job share partnership. Together you will be responsible for leading and motivating two distinct teams.
- The first is the team responsible for border readiness and traffic management (currently 6 staff). They lead overall for DfT on ‘border readiness’ issues and specifically on traffic management planning for freight coming from or going to Northern Ireland and the Republic of Ireland. You will work closely on this with the Deputy Director responsible for freight coming from or going to continental Europe (and with particular focus on Kent and the short straits).
- The second team is responsible for Motoring Service Agency Sponsorship (currently 3 staff). They provide challenge and support to DVLA, DVSA and VCA; fulfilling governance obligations of sponsorship, developing strong relationships with the agency senior teams, and strengthening the relationship between DfT and the agencies.

You will be working in close partnership with two Directors, the other Deputy Directors, and colleagues from across DfT. You will also work closely with Private Office and Special Advisers, the cross-government Border Delivery Group, Cabinet Office, other interested Departments, the Devolved Administrations, as well as a wide range of external stakeholders. And on the agency Sponsorship work you will have regular exposure not just to Agency Chief Executives but also the DfT Permanent Secretary and the Director General for Roads, Place and the Environment, to whom they report.

This job-share uniquely reports to both Directors in EU transition work and Agency sponsorship and the intention would be to maintain the current arrangement which sees both job-share partners working three days, with one day’s overlap. Job description

The Future EU Roads Relationship team (FERR) leads for the Department on all aspects of road transport for the post-transition period. Our principal priority is to ensure continued international connectivity by:
• Negotiating reciprocal market access for commercial road transport operators to move to, from and through the EU – hauliers, buses and coaches;
• Making future cross-border arrangements for private motorists – including on the recognition of driving licences and motor insurance;
• Managing the impacts of changes to border processes on road transport operations all around the UK; and
• Ensuring all road transport stakeholders are well prepared for these new arrangements by the end of the transition period.

We work with a wide range of partners: we negotiate with the EU and individual member states on international haulage, passenger transport, and motoring; we work with local partners to put in place effective and proportionate traffic management systems to cope with potential disruption, aiming to keep both international freight and local traffic moving; we collaborate with Departments across Whitehall to devise and deploy measures to assess the border readiness of HGVs bound for our ports, providing support to those not ready to cross the border and reducing overall delays; and we work closely with stakeholders, in particular the road haulage industry, to ensure all of this benefits from their expertise and takes account of their concerns.

By the nature of our role, we are a dynamic and proactive multi-disciplinary team with a common purpose, making FERR a great place to work.
