About the Role

Are you a 'tried and tested' senior project manager? If yes, then this is a great opportunity for you to join the BEIS Project Delivery Team (PDT) as a Senior Project Manager.

In BEIS, a career in Government Project Delivery means working on a wide range of programmes and projects. Changing the Business, Energy, Science and Industry sectors and making a real difference to the nation.

Whether it's delivering creative solutions for climate change or working on Net Zero, BEIS has some of the most fascinating and complex projects in government today. We are looking for senior project managers to help us lead and deliver these.

What will the successful candidate be doing?

Taking responsibility for leading and running the delivery of a medium to highly complex priority project. Your responsibilities will include:

• Ensuring policy development is translated into delivery objectives and is implemented to agreed outcomes within time, cost and quality constraints.

• Anticipating and managing delivery risks and issues including assessing their impact on the overall project strategy and performance, and maximising return while minimising risk.

• Leading on stakeholder engagement and being a primary advocate for your project, including securing agreement and support from others at all levels. Reaching out across department, HMG and beyond to ensure the department provides a consistent and coherent approach and messaging in delivering your project.

• Leading performance and keeping delivery on track, including the identification of obstacles to delivery in advance and helping your team to overcome them.

• Identifying, managing and ensuring that your project delivers its benefits both in the immediate and the longer term, including the development and embedding of a sustainable benefits realisation strategy.

• Lead on embedding the culture and practices necessary to sustain the team as a High Performing Unit. This includes maintaining a strong focus on ensuring the team is adequately resourced and skilled to deliver transformational change.

• Supporting and leading your team to develop them to maximise and fulfil their potential.

• Coaching and mentoring colleagues to apply the most appropriate project delivery tools and techniques.

• Building links across the department, government and other partners, learning from the experiences of similar projects and sharing your own in turn.

• Providing your project delivery advice and insights to colleagues, leaders and management boards, and building the capability of the project delivery function at BEIS, coaching and directly managing individuals in the Project Delivery Pool.

What we are looking for

We are seeking a highly motivated Project Manager, who is looking to develop themselves and their career. We'd like someone who is:

• Experienced in delivering and leading projects and realising their benefits within agreed time, cost and quality constraints.

• Flexible when applying your knowledge and capable of adapting approaches to meet different project needs.

• Credible in dealing with a broad range of people, with the confidence to deliver clear and authoritative advice to senior officials.

• Able to constructively challenge and influence, to keep the project on track while maintaining good relationships.

• A committed leader and people manager, able to build capability and lead a high performing and motivated team.

• Able to work highly collaboratively with colleagues.

• Able to take the initiative, and spot opportunities and threats.

It would be desirable for you to have a recognised accreditation in professional project management such as PRINCE2 Practitioner, MSP Practitioner or APM Practitioner Qualification and/or have successfully completed the Civil Service PLP or MPLA course. We will support you in achieving such a qualification in post if you don't have one.

Experience/Skills

Candidates must have relevant experience of Project Delivery leadership in a highly complex and/or high risk public sector (or similar) projects or programme.

As part of the application process you will be asked to complete a CV and Personal Statement. Your Personal Statement should address each of the following questions (maximum of 250 words per question). Further details around what this will entail are listed on the application form.

I. Please give an example of the most complex or important project that you have led, and explain how you delivered it within time, cost and quality parameters.

II. Please give an example of a time when you led on the management of a complex range of stakeholders, crossing team and organisational boundaries, and how you gained buy-in at a senior level where views differed.

III. Please give an example of when you have actively managed and prioritised project risks, including how you considered the organisation’s wider strategic thinking.

NB: We will sift against the first question if we receive a high number of applications for this role. In your response you should briefly introduce the context but focus the majority of your word allocation to describe the actions you took, with a short conclusion describing the result.

Frameworks and Methodologies

Detailed knowledge and significant experience in project management frameworks and methodologies. Demonstrating competence when identifying and amending appropriate project management frameworks and methodologies to enable a consistent and efficient approach to delivery of complex projects. Able to lead others in the application of project management frameworks and methodologies and tailor the approach to meet requirements of the projects.

Risk Management

Working knowledge and experience of managing complex risks and issues. Demonstrating the ability to identify and manage risks, including the development and implementation of appropriate risk mitigation strategies that take account of both internal and external dependencies, managing stakeholders to deal with any associated time, cost and quality constraints.
