The Office for Low Emission Vehicles (OLEV) is a team working across government to support the early market for ultra-low emission vehicles (ULEV). OLEV is providing over £2 billion to position the UK at the global forefront of ULEV development, manufacture and use. This will contribute to economic growth and will help reduce greenhouse gas emissions and air pollution on our roads.

Job description

The Deputy Director will be responsible for jointly leading and motivating a team of around 50 people, leading on the Government’s mission for all new cars and vans to be zero emission by 2035 or earlier.

You will be working in close partnership with the job-share Directors of ETI, the current job-share joint heads of OLEV and colleagues across the Energy, Technology and Innovation Directorate. You will also work closely with Ministers, Private Office and Special Advisers, BEIS, and a wide range of external stakeholders.

We are looking for someone who enjoys working with energy and pace on a high profile and high pressure policy, someone who is able to deal flexibly with uncertainty and change. You are likely to be someone who excels at leading and building a high performing team.
You will also be a strong communicator, adept at winning the confidence of Ministers and at working in partnership with a complex network of stakeholders.

Key Responsibilities

• Drive the uptake of clean vehicles through development and implementation of policies including grants, regulation and public communication;

• Put the UK at the forefront of the design and manufacture of zero emission vehicles, working collaboratively with BEIS and the CCAV (Centre for Connected and Autonomous Vehicles) team to target R&D and investment;

• Support the development of one of the best electric vehicle infrastructure networks in the world, developing and implementing policies to increase provision at homes, on streets, on the strategic road network and in rural areas.

• Develop plans for delivery with multiple stakeholders, run effective governance, assurance, and risk management processes.

• Motivate and engage team members across the Directorate, supporting their development and managing performance against a background of a high profile and fast-paced programme.
 

Responsibilities

Essential criteria:

• Proven senior leadership skills, with ability to set direction, inspire a team, develop capability and create an engaged motivated workforce;

• Demonstrable experience of building and maintaining relationships with a complex set of internal/external stakeholders, including
Ministers, industry and Whitehall departments;

• Strategic thinking skills and the ability to provide innovative, commercially driven solutions to complex policy challenges;

• Programme management skills to ensure delivery at pace, risk management and clarity of responsibilities across a complex programme.
