Job description

Euston Station is one of the busiest in the country, and over the next decade and beyond it will be the site of one of the most ambitious transport and property developments in the country. The Department for Transport will oversee the upgrade and redevelopment of the existing Network Rail station, plus a major regeneration scheme, and work with a range of partners and local stakeholders to deliver a High Speed 2 station that meets future capacity and service needs.

Following the recent go-ahead by the UK government, and recommendations that a new delivery body is established to oversee work at Euston, DfT is now recruiting a number of positions to deliver the work of developing new organisational structures and plans in collaboration with a range of delivery partners.

We are looking to recruit two Grade 7 roles to join the rapidly growing HS2 Euston Directorate. These exciting new roles arise out of the Government’s decision to restructure delivery of the Euston programme in response to advice from an independent review by Doug Oakervee into HS2. Euston is the site of three ongoing major projects:

1) The design and development of the new Euston HS2 Station by HS2 Ltd
2) The development of the business case for the refurbishment of Euston Conventional Station by Network Rail
3) The development of a Masterplan to regenerate the Euston area by Lendlease

DfT is creating a new delivery organisation to bring together all the stakeholders and be responsible for the overall development and governance of the Euston programme. These roles offer a fantastic opportunity for a project delivery/change management professional to contribute to the delivery of the new Euston station and its surrounding estate as part of the HS2 Phase One route programme.
 

Responsibilities

The 2 roles that we have available include:

- HS2 Euston Change Manager
- HS2 Euston Delivery Manager

Your role responsibilities will include:

• Providing DfT inputs to the Euston Change Project, working closely with colleagues from elsewhere in DfT, notably Rail Group and Corporate Finance;
• Managing the external consultancy support who are working to identify options for the long-term structural solution for Euston;
• Liaising with DfT colleagues to coordinate inputs on ownership, legal and contractual aspects;
• Demonstrating and developing the case for change to establish the new delivery organisation with support from external consultants;
• Planning, developing and drafting the Business Case for change. Working collaboratively with subject matter experts, DfT centres of excellence and HM Treasury / Cabinet Office to ensure it meets with DfT, Cabinet Office and HMT’s 5-Case Model and requirements (Strategic, Economic, Commercial, Financial and Management dimensions);
• Developing cost models for: the development of the new organisation; running the new organisation; and running a shadow organisation in the period prior to the establishment of the new organisation.

You will have excellent communication skills both verbally and in writing, with the ability to adapt your delivery to suit a wide variety of audiences, maximising both impact and understanding. You are someone who gains rapport quickly with others as you build effective working relationships with both colleagues and stakeholders.

You will have confidence in your ability to come in and make a real impact within our team where you will lead from the front and drive those around you to achieve the same shared objectives. You will have excellent organisational skills with the ability to manage multiple and often conflicting priorities to time and to a high standard. You are someone who is not afraid to challenge, and who can push back to our stakeholders where necessary.
