HEO Marine Surveyor - All Disciplines
Do you have over 3 years experience working on board a ship or in a technical capacity within the maritime industry?
If so, we are looking for Marine Surveyors from all disciplines to join us at the Maritime and Coastguard Agency (MCA), and we’d love to hear from you!
You will play a pivotal role in helping us achieve our annual Business Plan activities and objectives. We will look to you to inspect, audit and survey ships and maritime ship operators to endure they meet UK, EU and international safety, management, welfare, security and anti-pollution regulations.
When qualified as an Engineer Examiner, undertake oral examinations so as to ensure high standards of training and competence amongst seafarers.
Your duties will include but are not limited to:
• Carry out surveys in straightforward and routine cases leading to the issue of statutory certificates for small/non-convention vessels, to include acting as the lead surveyor
• Carry out inspections of small/non-convention vessels and port installations in straightforward and routine cases to ensure compliance with International Conventions, EU legislation and UK statutory requirements
• If qualified as an ISM auditor, carry out safety management audits in straightforward and routine cases under the International Safety Management (ISM) code of ship operators and their vessels for ISM Document of Compliance (DOC) & ISM Safety Management Certificate (SMC)
• Help to fulfil UK obligations under the Paris MOU Agreement and EU Port State Control Directive by assisting and working to the direction of a qualified Port State Control Officer (PSCO) in the inspection of foreign registered ships calling at UK ports
• Forming part of an MCA team - under direction of senior qualified colleague - to assist with various surveys and inspections (i.e. witness emergency drills on a large passenger ship)
• Provide advice to industry and public in accordance with MCA policies, including as point of contact for technically related communications with designated 'Minor/Small size' Companies or individual vessel owners

The minimum academic qualification required is one of:
Engineer Surveyor: FV Class 1 Certificate of Competency (Engineer); or
Engineer Surveyor: MCA Recognised STCW III/2 Second Engineer unlimited Certificate of Competency;
Nautical Surveyor: FV Class 1 Certificate of Competency (Deck); or
Nautical Surveyor: MCA Recognised STCW II/2 Chief Officer unlimited Certificate of Competency
Naval Architect Discipline
A degree accredited by RINA/SNAME as meeting the academic qualifications for Incorporated Engineer
An engineering degree accredited by IMarEST / IMechE as meeting the academic qualifications for Incorporated Engineer

In each of the above cases, your qualifications need to be supported by sufficient experience in a managerial role on board ship or in a technical capacity of responsibility within the maritime industry. Sufficient experience means experience in working in the marine industry in a capacity that develops and broadens the knowledge gained at qualification over a minimum of 3 years and is unlikely to be achievable in a period of less than 5 years.
As a source of detailed technical advice about straightforward and routine situations post-holders must demonstrate the technical competency levels specified for the post. Areas of technical competency are detailed in MCA document MSF 4989 which forms part of the Marine Surveyor Development Scheme (MSDS).
You will also be computer literate and familiar in the use of IT software (Microsoft Office).

As a result, all customer facing roles in the Department for Transport require the ability to converse with members of the public and provide advice in accurate spoken English (or Welsh where necessary). All customer facing staff are required to be able to express themselves fluently and spontaneously, almost effortlessly, and only a conceptually difficult subject can hinder a natural smooth flow of language. Your spoken and written English ability will be assessed at interview, and only applicants who meet these requirements will be considered for this role.
