Job description

In this exciting new role, we are looking for a qualified Health and Safety professional to be the focal point for all Health and Safety Policy and advice within the Maritime and Coastguard Agency (MCA). Working with the Operational Management team you will make the MCA a safer place to work for all staff and volunteers driving behavioural change, policy and audits. You will be responsible for ensuring that the MCA remains compliant with all forms of Health and Safety legislation.
 

Responsibilities

Responsibilities include but are not limited to:

• Responsible for the oversight of all aspects of Health & Safety (H&S) within the Maritime & Coastguard Agency
• Work with the Executive Team to improve work place safety for all employees and volunteers,
• Take a leading role in supporting managers and directors across the agency in developing cultural safety skills
• Develop and implement clear and measurable strategies
• Expertly interpret H&S, HR and business metric.
• Active involvement in all serious incidents.
• Prepare, review and approve Health and Safety Policies
• Carry out risk assessments and advise Maritime and Coastguard Agency leaders, staff and volunteers on all health and safety matters.
• Advise on relations with Trade Unions and where appropriate resolving issues directly with TUS representatives.
• Play an active role in internal governance meetings and process reviews

Important information regarding Vetting Checks
Due to Covid-19, there is less capacity to complete National Security Vetting checks. Vetting is being prioritised for staff either directly involved in the HMG Covid-19 Response or roles in a limited number of agreed high priority areas.
Therefore, in some instances, following successful BPSS pre-employment checks, the successful candidate may commence employment on the premise that NSV higher security checks will be conducted once normal service levels resume. Should NSV checks prove to be unsuccessful, an alternative role, not requiring NSV clearance, will be identified within the department.

If this is not possible the start date for some campaigns will need to be delayed until vetting has been completed.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.

Its responsibilities include coordinating search and rescue (SAR) on the coastline and at sea through His Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements The organisation is led by Virginia McVea, its Chief Executive, who took up post in February 2023.The MCA are chiefly responsible for the syllabus and national training standards issued by the Merchant Navy Training Board (based at the UK Chamber of Shipping).
