Job description

The Maritime and Coastguard Agency (MCA) contracts aviation services provide helicopters for Search and Rescue (SAR) and fixed wing aircraft to verify the presence, size and type of pollution on the water, counter oil pollution on the water using aerial dispersant, and to provide more general surveillance services.

The MCA engaged in studies into the use of Unmanned Air Systems (UAS) to enhance its existing aviation capability. We're now looking for a new member to join our Aviation Team which forms part of the Directorate of Maritime Operations. Your role as Aviation Requirements Lead will mean you will report to the Senior Responsible Officer (SRO) to gather, scope and define requirements for the Agency's new aviation projects, which includes UK Search and Rescue second generation (UKSAR2G); Aerial Surveillance; Counter Pollution; and the Maritime Remotely Piloted Air System Pathfinder.

The post holder will be responsible for the ongoing management of captured requirements, performing trade off studies, presenting the recommendations to the relevant SRO, DfT and the MCA SEG. You will further capture lessons learned in the execution of current live contracts which will support the development of the future service. The role will interface with key stakeholders including colleagues in the wider aviation team, the Department for Transport, Other Government Departments (OGD), international committees/forums and the other emergency services and their associated volunteer rescue organisations.

You will also be required to support potential procurement exercises by developing and owning service critical requirement information, and acting as a subject matter expert to review and evaluate bid responses.
 

Responsibilities

Responsibilities include but are not limited to:

• Responsible to the Aviation Technical Assurance Manager for working closely with key stakeholders to identify, capture and develop high-level statement of service users need (SSUN).

• Responsible for the creation of User Requirements and System Requirements Document (U/SRD) translating the SSUN into functional requirements which outline the output/capability required to deliver the SSUN.

• Provide recommendations to the SRO of the effect of any performance, time, cost trade-offs upon the performance targets.

• Responsible for the definition what good looks like against each operational requirement, and develop an appropriate evaluation strategy and a testing plan.

• Investigate opportunities to innovate and take bold steps towards new, perhaps untested technologies in the pursuit of value for money solutions to our technical requirements.

About you

You have excellent management skills and always lead by example. You have strong written and verbal communication skills and use these to relay messages to any target audience with ease, translating technical language for those not technical minded. You thrive in a fast paced environment and are experienced dealing with a number of diverse stakeholders, using your excellent listening and relationships skills to take on board any concerns or potential risks and ensure these are considered when creating the User Requirements and System Requirements Document.

You pride yourself on your exemplary attention to detail. You are a forward thinker and are looking for a role where you can combine your previous experience and analysing skills to make effective decisions making the world a better place to be.

To be successful for this post you will have previous experience of project / task management and have a knowledge of requirements management.
