Job description

You will carry out plan approval activities, and assessment of stability information for a wide range of ship types. You will review construction drawings, submissions and documents as necessary to validate compliance with the relevant statutory requirements.
If successful you will work closely with your line manager and the Stability and Plan Approval team to assist the team in achieving their annual activities and objectives.

You’ll gain familiarity with the computer software calculation packages and assessment tools used by the Stability and Plan Approval team. You’ll get the opportunity to develop and maintain your technical knowledge in relation to plan approval and stability approval activities. You’ll also be able to assist in producing, updating and reviewing the tools, processes and procedures used for plan approval, ensuring these are kept up to date and in line with current legislation and Maritime and Coastguard Agency (MCA) interpretations. You’ll deal with a wide variety of our customers inside and outside the MCA to provide them with technical advice on MCA plan approval and stability assessment processes and policies.
 

Responsibilities

- Carrying out plan approval activities and tasks including review of stability information, construction drawings, submissions, and any other documents as may be required to validate compliance with relevant statutory requirements, leading to the issue of approved documents and statutory certificates

- Maintaining familiarity with computer software calculation packages used by the Stability and Plan Approval Unit. Assist in producing, updating and reviewing spreadsheet tools, checklists, guidance, policies and procedures for Plan Approval to keep these in line with current legislation and MCA interpretations

- Providing technical advice to industry and public on stability and structures, in accordance with MCA policies. Maintain technical knowledge in relation to Plan Approval activities

- Assisting the Stability and Plan Approval Unit and UK Maritime Services in achieving its agreed annual Business Plan activities and objectives. Ensure all activities are carried out in accordance with MCA service standards, procedures and work instructions.

Additional Information

We are following current government guidelines and working remotely, if successful you will be provided with IT equipment to carry out your duties remotely.

Once usual service resumes, there will be some travel with this role. This will usually occur a maximum of once a month and may include some overnight stays.


About you

To become successful, you will need to be someone who has a passion for problem solving, able to review information and deliver your findings to others in a clear and simple manner.

You have a keen eye detail and enjoy analysing data, able to produce accurate reports and communicate complex information to others, checking your understanding and tailoring your communication style to suit your audience.

The minimum academic qualification required is one of:

a. A degree accredited by the Royal Institution of Naval Architects (RINA) or the Institute of Marine Engineering, Science and Technology (IMarEST) as meeting the academic requirements for Chartered Engineer.

b. A degree or academic qualification accredited by RINA or IMarEST as meeting the academic requirements for Incorporated Engineer.

c. Applicants without the academic qualifications stated above, may also be eligible if they are Incorporated Engineer (I. Eng) through RINA or IMarEST but in such cases, evidence of the equivalent level of learning plus relevant marine industry experience will need to be demonstrated to the satisfaction of an MCA S&I technical review panel.

“Relevant marine industry experience” is that which provides understanding and experience of the underpinning competencies expected of a Naval Architect Surveyor (see MSF4989) which includes stability measurement or analysis, marine structural design, construction, or repair.

Those meeting the academic requirements under (a. and b.) above need not supplement this with any industrial experience. Those holding qualifications under (c.) are required to support these with sufficient experience in a role at the given level in a technical capacity of responsibility within the maritime industry, or onboard ship.

Sufficient experience' means experience in working in the marine industry in a capacity that develops and broadens the knowledge gained at qualification over a minimum of 3 years and is unlikely to be achievable in a period of less than 5 years. Whilst this time period is not fixed, it provides a benchmark for the likely time period to gain the breadth of experiences in a variety of situations which underpins the work of a Marine Surveyor. It is expected that the marine industry experience is in a field closely related to the work of MCA Plan Approval Surveyors.

This is a specialist role requiring a knowledge of Naval Architecture with a particular focus on vessel stability and construction. As a source of technical advice about routine situations, post-holders must demonstrate the technical competency levels specified for the post. Areas of technical competency are detailed in MCA document MSF 4989 which forms part of the Marine Surveyor Development Scheme (MSDS). Only 'Underpinning Competencies' will be assessed at recruitment.
