If so, we are looking for a dedicated and knowledgeable Coastal Operations Divisional Commander to join us at the Maritime and Coastguard Agency (MCA), and we’d love to hear from you.

Job description

You will be responsible and accountable for the strategic management of Coastguard Operational Division 5, ensuring the delivery of effective and efficient Coastal Operations along the coastline of North West England and Wales.

You will provide sound management, direction and motivational leadership of 3 Area Commanders and closely govern the processes which underpin successful delivery. This includes the strategic evaluation of risk and approval for the provision, improvement or removal of operational resources.

In addition to Strategic Divisional responsibilities, you will be a standing member of the Senior Officers Group and will be responsible for contributing and inputting to the strategic direction of the service, managing national resources and chairing national strategic policy working groups.
 

Responsibilities

As part of the role, your responsibilities will include:
• ensuring sound leadership, management supervision and governance throughout the Division
• responsible for the management within Division 5 of the Coast Rescue capability including the capability, staff, volunteers, equipment and estate
• responsible for the capability, staff and infrastructure at the Coastguard Operations Centre at Milford and Holyhead
• identifying, mitigating and monitoring strategic risks within your division
• providing strategic overview of the status of coastal operations and the response capability in terms of both coastal response and civil resilience to the senior management team
• contributing to the design and strategic implementation of Coastal Operational policy and processes
• setting strategic direction and priorities and ensuring that policy development is informed by, and congruent with national and international developments
• overseeing Divisional operating budgets and resources whilst always striving to achieve value for money and ensuring effective operational delivery
• maintaining strategic oversight of the estates portfolio within their operational Coastguard Division
• acting as spokesperson on behalf of MCA for major incidents or events, or those of national significance
• ensuring MCA, as a Category 1 Responder is, at a strategic level, fully engaged with its emergency response partners in civil resilience planning, training and exercises at the local and regional levels and for the implementation of national, local and MCA resilience policies and processes

You can work remotely from any of the locations advertised but will need to work across the entire operational Division and wider UK, which may require spending time away from home and the normal workplace.

About you –

You will bring experience and a track record of success in senior leadership roles in an emergency response environment, including experience of overseeing and monitoring organisational risk, departmental finances and Divisional resources.

You are someone who excels at people and operational management, able to effectively engage, motivate and set direction within your teams, and can successfully lead change programmes from a strategic perspective.

You will work within the national command staffing system and participation in a 24/7 on-call roster acting in a strategic leadership and direction role, undertaking the role of National Coastal Commander.

The role is subject to health standard requirements and you may be required to travel internationally to represent the MCA and/or the UK e.g. international forums, events, exercises, training, etc.
