Job description

This role lies within the Marine Licensing and Consenting team in the Navigation Unit of Technical Services Navigation (TSN) under the Directorate of Maritime Services. TSN has responsibilities for safety of navigation policies (SOLAS, COLREGS, Categorisation of UK waters, marine licensing consultations, Offshore Renewable Energy Installations, Port Marine Safety Code, e-Navigation and Vessel Traffic Monitoring and Reporting), Radio Spectrum and Technical Standards, Hydrography and Maritime Surveillance.

You will work across the Navigation Safety Unit providing policy advice and support to members of the team to ensure that branch obligations and responsibilities are met. There will be a focus on supporting the Offshore Renewables Lead as progress is made towards the government targets for reducing the UK carbon footprint, and supporting the Marine Licensing Lead to ensure MCA's role as both statutory consultee and primary advisor under a variety of maritime legislation are fulfilled.

You will assist the Nautical Policy Lead and Ports & VTS Manager with SOLAS Policy, the UK Safety of Navigation Committee, VTS Audits of both training establishments and VTS Centres, and PMSC Health Checks. The role will require effective and efficient customer service including stakeholder engagement, both internally and externally.
 

Responsibilities

- Reviewing and assessing applications for Nationally Significant Infrastructure Projects including Offshore Renewable Energy Installations (OREIs) and supporting the provision of advice and guidance at all stages of the zonal assessment, planning process, pre-application, and post consent stages for all wind, wave and tidal developments

- Leading on establishing, implementing and managing the new OREI Hydrographic Survey Requirements and subsequent liaison with the UKHO

- Leading on ensuring all Development Consent Orders and Deemed Marine Licences are accurate for MCA's requirements and are fit for purpose, working with DfT legal as required

- Reviewing and assessing all Oil and Gas Consent to Locate and marine licence applications in conjunction with the Marine Licensing Lead within the required timescales

- Reviewing and assessing Safety Zone applications for OREIs, and to provide a suggested response on such applications to the appropriate regulatory authority, and to help ensure consistent joined up advice across other regulators

- Working across the Navigation Unit to ensure MCA are proactive in its responsibilities regarding safe navigation through the attendance at meetings, conferences, Planning Inspectorate hearings and other appropriate forums

About you

We are seeking an individual who can effectively manage and maintain strong working relationships with internal and external stakeholders. You will need to be someone who can draw upon your superb interpersonal skills to present and communicate complex messages to others in a clear and concise manner, tailoring your communication style where necessary.

You are someone that has a keen eye for detail, being able to extract data and use this to make robust recommendations within a timely manner. You can organise your time to manage conflicting priorities, ensuring that you meet deadlines and complete your work to a high standard.

Additional Information

We are following current government guidelines and working remotely, if successful you will be provided with IT equipment to carry out your duties remotely. We will provide you with full notice once we are able to return to office.

Once usual service resume there will be occasional travel to organisations around the UK with occasional opportunity for travel to Europe.

Due to the nature of the role we will require you to hold either a degree in a relevant scientific subject, or have practical experience within the shipping or maritime industry.
