Job description

It’s an exciting time to join the MCA, we are currently looking for an experienced Head of Engineer Examiners to become part of our team. You will support the delivery of the MCA's Strategic Objectives and three-year Business Plan through effective leadership and management of the Engineering Examiners Team ensuring that: seafarers choosing the UK Certificate of Competency have access to high quality, effective and relevant training and assessments, wherever they choose to study, ensuring all national and international standards and obligations are met. In addition, you will support the modernisation of seafarer training (including digitised assessments) and interfaces with Training Providers, the development of training and certification to support the fishing industry, future shipping technologies and innovations.
 

Responsibilities

Your responsibilities include but are not limited to:
• Contributing to the management of the Seafarer Policy Branch and will deputise for Chief Examiner.
• Implementing the requirements of STCW convention.
• Implement the manning and seafarer training requirements on Domestic and Fishing vessels and assist in modernising the training and assessment regime in consultation with the stakeholders.
• Provide technical and operational advice to industry and the public in accordance with MCA policies.
• Assisting the Chief Examiner in respect of readiness for both internal and external Audits of the Branch, ensuring that records are maintained in accordance with MCA policies.
• Providing detailed technical support to Marine Office surveyors in relation to Seafarer certification and audit of Training providers.
• Assisting with the management of the Seafarer Policy Branch.
• Contributing when requested to agency-wide initiatives and to parliamentary correspondence including Parliamentary Questions (PQs).
• Providing direct technical support to UKSR on safe manning issues and crewing matters for newbuilding or change of flag vessels.
• The operational liaison with and support to other policy branches and sections within UKMS as requested by the Chief Examiner.
• The representation of the Agency at industry and regulatory fora.
• Under the direction of the Chief Examiner, supporting the UK contribution to international (IMO, ILO) forums as necessary.
• Taking an active role in the promotion of high Seafarer training standards.
• The conduct of exams, audits and inspections.
• To deal with cases of irregularities in examinations and liaise with the MCA Maritime Investigations Team (MIT) when necessary.
• Line Manage Examiners and ensure that the objectives for PMR's are in line with the MCA Business Plan.
• The completion of weekly timesheets for Examiners on shared services by agreed timescales.
• Ensuring that own continuous professional development is ongoing and professional knowledge is maintained.


About you
You are a qualified Engineer and an experienced people manager, having managed a team through transformation you understand how to motivate your team to not only accept but to embrace change. A confident communicator you can liaise with a wide range of stakeholders, ensuring to tailor you style to suit the audience, you are superb at translating technical language for non-technical people. It’s important to you that your stakeholders are engaged with and listened to before key decisions are made, providing a more holistic approach. You are looking for a role that will offer you variety, one that will challenge you and encourage you to develop.

Full driving licence valid for use in the UK
Unrestricted passport valid for international travel

Qualifications

The minimum academic qualification required is one of:

Engineer Surveyor/Examiner of Engineer : UK STCW III/2 Chief Engineer unlimited Certificate of Competency
