Job description

Would you like to work at the heart of Government supporting our important climate change agenda?

Are you passionate about shaping strategy, new policy and legislation to help decarbonise the UK’s homes and industry?

Would you like to be instrumental in the plan to roll out low carbon heat across the whole of the UK?

We are currently recruiting a number of Senior Policy and Programme Delivery Managers for our directorates working on important climate change issues. We are seeking a diverse range of skills and experience, and welcome those who bring transferrable skills from other fields or sectors. We are committed to developing our staff through our extensive range of training that is provided through our in-house BEIS Academy that is in partnership with Civil Service Learning.

A few examples of issues you might work on include:

• Shaping strategy, and new policy and legislation, to decarbonise the UK’s homes, buildings and industry;

• Crafting a plan to roll out low carbon heat across the whole economy;

• Working with industries such as iron and steel, plastics or chemicals to understand the action needed for them to move towards net zero;

• Engaging with the independent Committee on Climate Change as they develop their advice on forthcoming legally binding greenhouse gas emission targets, and the overall pathway and strategy towards net zero;

• Developing the policy frameworks for deployment of Carbon Capture Usage and Storage, including across power, industry, hydrogen and the transport and storage of CO2;

• Building, coaching and motivating colleagues to deliver high quality results under time pressure, including use of proportionate project management tools.

You may also be working on taking new legislation through Parliament, advising Government Ministers on new ideas to build markets for energy efficiency or low carbon products, engaging with international partners as we head towards the landmark UN climate summit to be held in Glasgow in late 2021, or handling the delivery of billions of pounds of investment through grants, loans and other policy levers.
 

Responsibilities

We are looking for people with a diverse set of skills, experience and backgrounds.

Successful candidates will:

• Lead on developing and delivering policy and programmes through innovative solutions to difficult policy problems;

• Provide ownership and advocacy to the policy outcomes, influencing stakeholders where necessary and getting agreement from others to achieve key policy outcomes;

• Analysis of complex and varying sources of evidence and benefits data to inform delivery solutions, evaluating throughout the policy project to make changes and to innovate as required;

• Engage with the appropriate delivery channels to ensure delivery of the policy outcomes, working with multi-disciplinary professionals, including analysts, project managers, lawyers, commercial, procurement etc;

• Lead and manage teams to ensure successful delivery of policy outcomes with the right capability, capacity, and levels of assurance;

• Provide high quality and evidence-based briefings and submissions for Ministers and senior officials to support decision making and policy delivery;

• Maintaining relationships across BEIS and Whitehall, with senior officials and with key industry partners to develop expertise to support successful policy delivery;

• Translate government priorities into policy delivery and focus on successful delivery of the outcomes;

• Show and build an awareness of the needs of industry and the public, and how government policy and their policy delivery affect different public groups.

Essential Skills and Experience:

• Effective written and verbal communication skills with the ability to communicate complex matters to different audiences;

• Analytical skills and ability to weigh up sources of evidence to formulate pragmatic options, considering delivery viability throughout;

• The ability to build effective relationships with different partners across government and industry;

• Proven ability to perform consistently to tight timescales with a high degree of visibility;

• Able to work with teams, professions and across organisations.
