Job description

The Maritime and Coastguard Agency (MCA) implements the government's maritime safety policy in the United Kingdom and works to prevent the loss of life and occurrence of pollution on the coast and at sea. The Directorate of UK Maritime Services inspect and survey ships to ensure that they are meeting both UK and international safety, security and anti-pollution rules. UK Maritime Services also provide certification to ships and seafarers, register vessels and respond to pollution from shipping and offshore installations.

The Safety Management and MLC/ISPS Branches are part of the UK Technical Services (Operations) Section of the Directorate of UK Maritime Services within the Maritime and Coastguard Agency (MCA). The Safety Management and ISPS/MLC Branches help to meet the Government's maritime strategy for 'Safer Ships and Cleaner Seas' by ensuring high standards of marine safety and marine environmental protection through the development, implementation and monitoring of a consistent policy for safety management, maritime labour and maritime security operations in respect of non UK flag vessels (including, but not limited to, Port State Control) and United Kingdom/Dependent and Overseas Territory vessels.

We’re looking for a Marine Surveyor (S Level) to act as ISM and MLC/ Security Policy Lead to join our team. You will assist the Heads of Safety Management and MLC/ISPS branches in the development, promotion, implementation and monitoring of UK Policy, whilst providing support to a variety of stake holders. You will promote the effective implementation of UK requirements.
 

Responsibilities

The key responsibilities and accountabilities of the role involve:

• Representing the UK and providing technical support at internal and external meetings associated within areas of responsibility.
• Liaising with UKSR and newbuild operators, operators of vessels to be flagged in on ISM/ISPS/MLC issues and acting as the focal point for Customer Service Managers and lead surveyors as necessary.
• Managing the voluntary certification scheme for recruitment & placement agencies, including completion of audits.
• Act as lead for the development and maintenance of MCA Instructions to Surveyors.
• Managing the content of the MLD (Master List of Documents) within the branches responsibility.
• Working with the wider MCA, you will assist in development of new and existing policies and legislation for related subject areas.
• Developing and maintaining appropriate levels of technical competency.
• Applying a knowledge of MLC 2006 in the assessment of crew accommodation exemption request and arrange for issuance of the initial exemptions.
• Assisting in the arrangements for audits of UK ships, actively taking part in audits.
• Supporting the UKMS contribution to the MCA Business Plan activities and objectives.
• Ensuring all activities are in accordance with MCA service standards, procedures and work instructions.
• Responding to queries from ship owners, surveyors and other stakeholders in a timely and responsible manner.

Qualifications

The minimum academic qualification required is one of:

a. MCA Recognised STCW II/2 Master unlimited Certificate of Competency; or

b. MCA Recognised STCW III/2 Chief Engineer unlimited Certificate of Competency; or

c. Honours Degree in Naval Architecture, Ship Science, Marine Engineering, Mechanical and Marine Engineering or Marine Technology

d. Applicants without the qualifications stated in a, b or c above, may also be eligible if they are Chartered Engineer (C. Eng) (through Royal Institution of Naval Architects (RINA) or the Institute of Marine Engineering, Science and Technology (IMarEST)), but in such cases evidence of the equivalent level of learning plus marine industry experience will need to have be demonstrated to the satisfaction of an MCA S&I technical review panel.

In each of the above cases the stated qualifications need to be supported by 'sufficient experience' in a managerial role on board ship or in a technical capacity of responsibility within the maritime industry.

'Sufficient experience' means experience in working in the marine industry in a capacity that develops and broadens the knowledge gained at qualification over a minimum of 3 years and is unlikely to be achievable in a period of less than 5 years. Whilst this time period is not fixed, it provides a benchmark for the likely time period to gain the breadth of experiences in a variety of situations which underpins the work of a Marine Surveyor. It is expected that the marine industry experience is in a field closely related to the work of MCA Surveyors.
