Job description

The Independent Commission on Civil Aviation Noise (ICCAN) has been established as an Advisory Non-Departmental Public Body to become a credible and authoritative voice on aviation noise issues.

ICCAN’s objective is to bring together industry, communities and the Government to ensure best practice is followed and information is shared and communicated in an accessible way. We aim to identify any improvements needed to industry methods of assessing and mitigating noise impacts and give communities a greater stake on aviation noise issues.

Noise is a contentious issue that receives a large amount of interest from all sides of the debate. Improving trust between stakeholders is a key objective of ICCAN’s success, along with increasing the public’s confidence in the noise data published by the aviation industry and in the impartiality of the airspace change process.

You will work as part of a multidisciplinary team that provides and assures a robust evidence base which can be applied to inform policy, influence industry behaviour and underpin decisions.

You will lead a range of interesting analytical and research projects and demonstrate your ability to bring together policy considerations with an understanding of commercial and implementation practicalities.

We are offering this post on a part-time (0.6FTE to 0.8FTE) basis, although full time may be considered for exceptional candidates. While it is offered on a permanent basis, we are also open to applicants on secondment from employers outside the civil service.
 

Responsibilities

Within your role you will:

• Help to coordinate a team that delivers and assures robust analysis which can be applied to inform policy, influence industry behaviour and underpin decisions, while reassuring communities of the independence and credibility of this evidence;
• Lead a range of interesting analytical and research projects, which may cover issues such as the noise implications of future aviation technologies, trade-offs between noise and other environmental factors, and how operational changes can be used to improve noise management;
• Critically assess the existing evidence base and develop a detailed understanding of the gaps, identifying strategies to fill these through working with other stakeholders to maximise funding opportunities as well as commissioning or undertaking research in-house;
• Lead the procurement of external research commissions and manage these contracts throughout their lifecycle;
• Work closely with communications colleagues to interpret and communicate complex issues clearly to a lay audience, whilst considering the way in which the evidence can be used to inform political discussions and decisions;
• Use the evidence to develop best practice which will be instrumental in ensuring that noise policy at a national and local level is fit for purpose, improving its credibility and effectiveness;
• Provide supportive and developmental line management to analysts, helping them to develop the skills to perform at their best.

About you

You will have excellent analytical, research, project management, presentation, leadership, report writing and communication skills, with the ability to pick up technical issues at pace and lead a multi-disciplinary team. Previous experience of working with stakeholders to understand their issues whilst maintaining content quality is essential, with the ability to think strategically and set the agenda for others.

This is a public-facing independent body, and you must have proven experience of successful people leadership and an ability to bring together policy considerations with an understanding of commercial and implementation practicalities. You will need to have an understanding of how the Civil Service operates and enthusiasm for working to improve services for the public citizen.

This role requires excellent analytical, research and project management skills and would suit candidates with analytical experience and background in the GES, GORS, GSR and GSS professions.

We also welcome applications from other professions, or those with analytical skills with no formal Civil Service analytical profession badging.

Qualifications

Candidates must meet the following academic requirements, according to their professional specialism.
Candidates with no formal Civil Service analytical profession badging should meet the Analysis or Research requirements set out below.

Economics
A first or upper second class honours degree or postgraduate degree in an economic subject (or a combined degree with 50%+ economics).

Statistics
• A first or second class honours degree in a numerate subject containing at least 25% taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography Data Science or similar); or
• A higher degree, e.g. an MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Data Science, Psychology, Geography or similar).
• Applications from applicants who do not have a degree are welcomed, but they must demonstrate that they have worked in a statistics or data science related field. Such applicants will be required to demonstrate their continuous professional development (via a CPD Log Book) in statistics or data science to demonstrate knowledge at the same level as a foundation degree/HND (Level 5).

Social Science
A strong academic background in subjects relevant to quantitative social science. This would be demonstrated through a first or upper class second degree or postgraduate degree in a relevant subject, eg psychology, behavioural science, economics.

Operational Research
A highly numerate degree (minimum 2:1, or a 2:2 with relevant work experience or a highly numerate postgraduate qualification), at least half of which must be from one or more of these subjects: operational research, mathematics, physics, econometrics, engineering or management sciences.

Analysis or Research
A first or upper second class honours degree or postgraduate degree with a significant mathematical, analytical, numerical element or research methods element.
