At the heart of DVLA’s strategic agenda are our people, with a focus on building the skills and capabilities of DVLA staff. The Capability & Talent team in DVLA’s IT directorate are responsible for a number of initiatives to develop staff and we are looking to bring someone in to join our team. The role of Capability Management Lead provides the opportunity to drive this strategic agenda whilst developing your own skills and gaining unique exposure to build relationships across the whole IT department. You will be responsible for leading, managing and co-ordinating our IT Training team, responsible for the co-ordination and sourcing of all training within the IT department. You will manage the team, have responsibility for working across IT capabilities, as well as with internal and external stakeholders, partners and suppliers.

You will look to proactively build training plans that meet capability needs, define forward plans for skills development and build comprehensive reports to show how skills across the capability are developing. While the primary focus is on training across the 700+ IT team, you may also be involved in creating new programmes, co-ordinating work placements and working with schools and colleges in the region.

To achieve this, the role will require experience of delivering a service, a strong attention to detail, the ability to take a strategic forward view and an ability to demonstrate analytical skills. The successful individual will have experience and knowledge of working in a Learning & Development environment as well as a passion for developing skills and capability.

Responsibilities

You will be responsible for, but not limited to:

• The implementation of ITS capability development plans, working collaboratively with ITS staff and HR to meet the desired outcomes. Working with managers and HR to identify individual and team level training needs

• Delivery of ITS level developed training and development plans to drive capability uplift plans via a variety of methods. Monitoring, evaluating and reporting on the effectiveness of training programmes

• Identify and assess current and future training needs through close working with the ITS Capabilities and line managers, linked to career paths

• Leading on the development of a culture of continuous improvement, introducing measurable analytics to demonstrate the scale of success of learning and development delivery to inform future Learning and Development activities and demonstrate return on investment by reviewing capability requirements, training plans and skills matrices.

About You
Within ITS, there is a large focus on the delivery of training with a complex portfolio of courses and solutions delivered each year. We are looking for someone to hit the ground running, and drive forward the future ambitions of the team so we would like you to have previous experience of working in a learning and development, or similar background.

You will:

• have a strong attention to detail and be able to work across multiple areas at the same time, planning your own time and the priorities of your team

• demonstrate leadership abilities to be able to get the best out of your team, and get their buy-in, building a shared vision / goals

• demonstrate analytical skills, and be able to build reports that provide insight that is needed by the business. You will be able to use this information to drive decision making

• work autonomously and have a passion for continuous improvement.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Experience and Technical skills.

We are closely monitoring the situation regarding the coronavirus, and will be following central Government advice as it is issued. There is therefore a risk that recruitment to this post may be subject to change at short notice. In addition, where appropriate, you may be invited to attend a video interview.

Interviews will be held week commencing 9th August 2021.

This interview will be conducted via a video interview, details of which will be provided to you should you be selected for interview.

We will try to meet the dates set out in the advert. There may be occasions when these dates will change. You will be provided with sufficient notice of the confirmed dates.

DVLA are following government guidelines and the majority of IT staff are currently working from home. This is likely to continue until mid to end 2021, this however is under continuous review. Once it is possible to do so the current expectation is that IT staff will be located in the Swansea office to allow for ongoing support, development and collaboration with colleagues.
