Job description

Here at the Driver and Vehicle Licensing Agency (DVLA) we have an Information Technology Services (ITS) directorate that is accelerating and expanding its digital transformation to deliver first-class services. It’s a very exciting time to join the Agency, and as one of our Technical Product Managers, you will have the opportunity to shape the future direction of the Agency through the innovative application of new technology.

As a Technical Product Manager, you will be accountable for engaging with a wide variety of stakeholders from multiple directorates across DVLA to gain insight into current activity and issues. You will use your communication and engagement skills to gather bespoke requirements and identify where you can use emerging technology to add value to the business.

You will be responsible for building relationships with other emerging technology labs within other government departments to share best practice and promote a unified approach. The role also involves publicising the work of the DVLA lab with external stakeholders through the exploitation of blogs and conferences.

You will identify new and emerging technologies to solve problems set by the business. Planning and developing proof of concepts (PoC), test a concept or theory to see if it has the potential to be turned into reality. produce a working PoC, and share with our colleagues what the Emerging Tech Lab achieves and what has been learned.

Responsibilities

Key accountabilities of the role include:

• To scope, mobilise and deliver technical products, services and outcomes ensuring the delivery of high-quality digital services using the appropriate blend of agile methodologies, learning & iteration.

• To lead the collaborative, dynamic technical planning process – prioritising the outcomes that need to be achieved against the capacity and capability of the multi-disciplinary teams and ensuring there is an iterative plan to work towards to ensure successful delivery.

• Promote and deliver the Agency’s technical strategy and identify opportunities, efficiencies and benefits where appropriate. Design and appraise solutions and make recommendations for continuous improvements, efficiencies and realisation of benefits.

• Facilitate continuous improvement and apply the most appropriate agile and lean tools and techniques for the environment.

• Management of ongoing relationships with internal & external technical stakeholder groups as required e.g. manufacturer groups, DVSA etc.

About You
We are looking for someone with the enthusiasm and drive to expand the work of the emerging technology lab, who can effectively engage with key stakeholders across the business, promoting the benefits of using technology as an effective business solution.

You will need to be adaptable and innovative, and someone who enjoys finding creative solutions to problems. You will have experience of delivering technical products or services and thrive leading a varied and exciting workload, welcoming autonomy to your role. You will also have exceptional communication and stakeholder engagement skills with the ability to confidently communicate, influence and challenge across all levels.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours, Experience and Technical skills.

We are closely monitoring the situation regarding the coronavirus, and will be following central Government advice as it is issued. • Using innovation and creativity to explore possibilities for new ways of working to improve service delivery/business outputs.

Interviews will be held week commencing 23rd August 2021.

This interview will be conducted via a video interview, details of which will be provided to you should you be selected for interview.

We will try to meet the dates set out in the advert. There may be occasions when these dates will change. You will be provided with sufficient notice of the confirmed dates.

DVLA are following government guidelines and the majority of IT staff are currently working from home. This is likely to continue until the end of 2021, this however is under continuous review. Once it is possible to do so the current expectation is that IT staff will be located in the Swansea office to allow for ongoing support, development and collaboration with colleagues.
