Job description

Our transport system touches the lives of everyone in this country: it reunites families; takes millions of people to work every day; enables holidays; and keeps fresh food on the shelves of our supermarkets. The government’s manifesto contains commitments, including investment, to improve transport infrastructure across the country, this is an incredibly exciting time to work for the Department.

The Department has a wide and varied agenda ranging from the delivery of large infrastructure projects such as Crossrail and HS2 through to shaping future transport innovations such as drones and driverless cars as well as developing airport capacity. Group Commercial Directorate sits at the heart of delivery ensuring commercial acumen and procurement excellence is reflected in all decisions taken.

The Operations and Continuous Improvement Team is a team that is expanding within Group Commercial Directorate, due to the increasing and complex demands placed on commercial teams. It has been designed to consolidate several activities that are currently spread across the Directorate and bring a more strategic and forward-looking focus on our business deliverables. For that reason, it’s a very exciting time to join the team.
 

Responsibilities

This role leads the Business Support Unit (BSU) for Group Commercial Directorate (GCD) and will be responsible for leading and managing several corporate activities. The role holder will play an integral role in the management of GCD, often working closely with the Head of Operations and Continuous Improvement to ensure all SMT corporate obligations are met, assisting with the development of strategic and functional expertise within the team. This will include clearly defining the offer for the Directorate, working with Senior Management Team to identify what is priority, planning and setting the agenda for SMT meetings by considering the strategic aims of the Directorate and understanding how the directorate feeds into the overall departmental and professional, focused priorities.

The Business Support Unit (BSU) has a broad portfolio of activities, and this role will be responsible for, but not limited to:

DfT Business Management:

Senior management of a team that delivers the following DfT functions:

• Business administration
• PA support to the GCD Director and Deputy Directors, if in future introduced
• Budget management, invoice and PO processing, finance returns, coordination for the Spending Review return;
• DfT and GCO permanent recruitment and resourcing support, including interims/contractors/consultants
• Management assurance planning, KPI and milestone reporting, risk management, audit plan coordination
• All correspondence: e.g. PQs, TOs, FoIs
• Non-procurement IT and Systems Focal Point, Business Records Officer
• Event planning and support
• Governance processes
• Secretariat services
• Management and delivery of directorate recognition and reward processes
• Development and management of dashboard reporting process to inform the SMT of issues which inform operational decision making.

Team management:

• Establishment of priorities/roles/responsibilities,
• Development of structure/culture, processes and procedures.

Project Management Support

• Tracking and progress report of the all the non-procurement projects across the Directorate (e.g. CREATE, introduction of new policies, internal projects).
• PM support for non-procurement projects.
• Special projects coordination as needed (in the past: C19, EU Trans)

A key priority on taking up the role will be to undertake a piece of analysis to understand the overall needs of key, senior stakeholders across GCD, the DfT family and GCO and ensure that key priority support activities are met by the Business Support Unit.

You will have excellent communication skills both verbally and in writing, with the ability to adapt your delivery to suit a wide variety of audiences, maximising both impact and understanding. You are someone who gains rapport quickly with others as you build effective working relationships with both colleagues and stakeholders.

You will have confidence in your ability to come in and make a real impact within our team where you will lead from the front and drive those around you to achieve the same shared objectives. You will have excellent organisational skills with the ability to manage multiple and often conflicting priorities to time and of a high standard. You are someone who is not afraid to challenge, and who can influence stakeholders to win their agreement.

Selection process details

This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

The sift is due to take place from 22nd September 2021.

Interviews will be week commencing 4th October 2021.
