Job description

If successful your main responsibilities will be to take a proactive lead in managing and developing UK policy regulators, providing guidance for specific policy areas as directed by the Assistant Director Ship Standards and their Line Manager. Supporting the UK Government objectives for a safe and commercially successful UK fleet, drawing upon knowledge and also the technical expertise of colleagues.

You will deal with a range of stakeholders on a regular basis, including the UK Ship Registers, Surveyors, Lawyers and Parliamentary colleagues. Drafting high standard policy documents, ensuring they meet the Maritime and Coastguard Agency (MCA) regulations for specific policy areas.
 

Responsibilities

Roles and Responsibilities

- Working with others in the team to manage Stakeholder Groups and represent MCA at such meetings as well as other meetings, working groups, project groups and external events as required in support of key responsibilities and the work of Stakeholder Groups

- Advising MCA's International Liaison Branch on the lines to take for negotiations of International safety standards; and provide necessary briefs and updates;

- Supported by Senior Colleagues lead on a specific Policy remit which may include one or more of: inland waterway vessels, high speed craft, small and domestic passenger ships, international passenger ships, dry cargo ships, small commercial vessels, large yachts, sail training ships, fishing vessels, pleasure craft, offshore industry vessels and specialised ship types

- Partaking in MCA and externally funded Research Projects as requested

Additional Information

We are following government guidelines and currently working remotely, if successful you will be provided with IT equipment to carry out your duties remotely.

Once usual service resumes there will be some travel involved with this role, this will usually occur 2-3 times a year. This may include UK and overseas travel which may involve overnight stays and working outside of normal hours, potentially at weekends. A passport valid for international travel is required.

About you

To become successful in the role, you will need to be someone who has a keen eye for detail. You love to get into the 'nitty gritty' of a piece of data and resolve issues if they arise.

Excellent communication skills are pivotal to this role with the ability to provide guidance and robust recommendations to internal stakeholders, where your exceptional stakeholder engagement and relationship building skills will enable you to influence and challenge at all levels.

We are seeking someone who can organise their time effectively, you are someone who can priorities their work and manage deadlines efficiently.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.

Its responsibilities include coordinating search and rescue (SAR) on the coastline and at sea through His Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements The organisation is led by Virginia McVea, its Chief Executive, who took up post in February 2023.The MCA are chiefly responsible for the syllabus and national training standards issued by the Merchant Navy Training Board (based at the UK Chamber of Shipping).
