Job description

DVLA is taking over the management of the Clean Air Zone (CAZ) central service on behalf of the Joint Air Quality Unit (JAQU).

This is an environmental initiative where targeted action is taken to improve air quality, by discouraging the most polluting vehicles from entering a Clean Air Zone. Vehicles which exceed certain emission standards may have to pay a charge to drive in one of these zones.

The purpose of this role is to manage all data sharing requests received in relation to CAZ, collaborating closely with stakeholders as appropriate to progress and approve these, maintain comprehensive records and provide support to other internal and external stakeholders in relation to the processing of CAZ data.

The role requires regular stakeholder engagement with JAQU at an operational level, as well as ongoing collaboration with internal staff within the project and data sharing teams. As such it enables the role holder to develop a broad network, whilst providing the opportunity to build on existing data protection expertise.
 

Responsibilities

Key accountabilities of the role include:

• To manage all relevant requests to share JAQU data in respect of the central CAZ service and all requests for DVLA data to support CAZ, ensuring these are assessed and submitted to the relevant Information Asset Owner (IAO) in a timely manner for approval and passed to the relevant area for action.

• To maintain comprehensive records of DVLA’s processing activities, relating to its role as a controller and as a processor for JAQU in respect of CAZ and instructions/approvals received in relation to the processing.

• To provide advice regarding the appropriate technical and organisational security controls needed within DVLA to protect any CAZ data collected, processed or transmitted by DVLA.

• To assist the Data Incident Team in investigating, assessing and reporting any data incidents arising in connection with DVLA’s processing of CAZ data, adhering to the appropriate governance procedures.

Please note that this role is funded by JAQU until March 2023. When the role expires another post will be found for the successful candidate within the agency.

About You

We are looking for someone with a basic understanding of data protection and an awareness of data sharing governance. You must have good teamwork, stakeholder, and relationship management skills. You will thrive managing a full workload and welcome autonomy to your role, as well as possessing the capability to co-ordinate and prioritise workloads to improve efficiency.

The successful candidate will be encouraged to undertake Data Protection qualifications, if not already qualified.

This is likely to continue until the end of 2021, however this is under continuous review. Once it is possible to do so the current expectation is that SPCD staff will be located in the Swansea office to allow for ongoing support, development and collaboration with colleagues.

Selection process details
