Job description

It’s an exciting time to be part of the Maritime and Coastguard Agency (MCA) in this new role as the Business Change Manager working as part of the Future of Shared Services (FoSS) Programme.

The implementation of the FoSS Programme will replace the existing system, processes, and contractual arrangements for the Maritime and Coastguard Agency (MCA) as part of a Department for Transport (DfT) wide initiative. It will transition the Department for Transport (DfT), and its agencies, to a modernised Enterprise Resource Planning (ERP) platform, impacting 18,000 people across 5 different organisations within the public sector.

The new system and service provision will introduce more flexible ways of working to access personal, financial or HR information. It will allow MCA to requisition goods and services, pay suppliers and staff, meet statutory obligations, improve reporting analysis and decision making by providing insight, and is integral to MCA meeting a range of objectives. FoSS will have an impact on every person within MCA - how we pay volunteers, how business processes are delivered and how we are perceived by customers and suppliers

Reporting directly to the Head of FoSS Implementation, the Business Change Manager (BCM) will be the 'business side' bridge between the programme and business operations and is responsible for defining the FoSS programme benefits, developing the approach and assessing progress to turn the benefits into reality.

The Business Change Manager will work across all functions promoting cultural change and preparing business areas across the MCA for transition to new ways of working. Engaging with a wide and varied range of stakeholders, this dynamic role will allow the successful candidate to lead the organisation though change, helping individuals to understand and embrace the modernised systems.

The role will have high exposure across the diverse workforce and presents a fantastic opportunity to take the lead on transition management and development of a Change Ambassador Programme within the agency to deliver successful and measurable benefits, really making a difference.

This role can be based at any of the MCA office locations listed, however, if not based in Southampton there will be a requirement to travel to this office, estimated at 1-2 times per month. At present we are operating a hybrid working approach due to the ongoing Covid-19 situation. Details of this arrangement will be discussed further with your line manager.

This role will involve some occasional travel with the possibility of overnight stays.


Responsibilities include but are not limited to:

• Leading the change management for MCA and representing the agency and the programme at internal and external meetings and forums.
• Identifying, defining and tracking the benefits and outcomes required of the programme and identifying strategies to ensure benefits realisation remains on track.
• Establishing and implementing the mechanisms by which benefits can be delivered and measured.
• Taking the lead on transition management, ensuring that business as usual is maintained during the transition and the changes are effectively integrated into the business.
• Preparing affected business areas for transition to new ways of working.

About You

To be successful in this role, you will have experience of business change management and related techniques and excellent communication and influencing skills, allowing you to engage with stakeholders at all levels across the organisation to articulate messages and sell the programme vision. You will be a strong advocate for change and continuous improvement and be enthusiastic in your approach to promote and encourage others to embrace and champion transformation.

Building brilliant working relationship quickly is pivotal to you and you excel at working effectively and collaboratively with both internal and external colleagues to achieve successful results.

You should be highly organised and adaptable with the ability to balance priorities. You are proactive and confident with a can-do attitude and an eagerness to learn. We are looking for someone who is comfortable using systems, approachable and keen to share knowledge which will be key in supporting staff transition to a new system and MCA volunteers as they transition to using self service for the first time.
